THAT Report EGD-011-07 be received; 2. THAT the intersection of Sandringham Drive and Claret Road become an all-way stop with implementation in the summer of 2007; 3. A number of residents have requested an all-way stop at the intersection of Sandringham Drive and Claret Road. 1.2 The Engineering Services Department has worked with the CTMAC (Clarington Traffic Management Advisory Committee) to modify the stringent Provincial all- way stop warrant to create a warrant review method more reflective of the needs of Clarington road users on local and collector roadways. Staff now use this more permissive warrant in the review of all-way stop requests. 2.0 COMMENT 2.1 Vehicle Speeds Residents have expressed concern over vehicle speeds in two areas of Sandringham Drive. The first one is near Dr. Emily Stowe Public School and the other is near the intersection with Claret Road. Operating speeds near the school have been checked with radar on a number of occasions by Engineering Staff and school staff and operating speeds are considered safe. Average speeds during school activity are close to 40 km/hr while average speeds during other times of the day are just below the legal limit of 50 km/hr. Durham Regional Police have also checked speeds in this area and found compliance to be very good. Operating speeds near Claret Road average less than 50 km/hr due to the road curvature. Although operating speeds are within legal limits, residents feel uncomfortable exiting their driveways due to a reduction in sight distance resulting from the curvature of the roadway. REPORT NO.: EGD-011-07 PAGE 3 2.2 Consideration of an All-Way Stop Using Modified Warrants Sandringham Drive is a 1.5 km long winding collector roadway linking Durham Hwy 2 to Trulls Road. Claret Road is used as a link for both motorists and a large number of school children between Sandringham Drive and Prestonvale Road. During 2005/2006 Engineering Services worked closely with the (CTMAC) Clarington Traffic Management Advisory Committee to modify the Provincial Warrant for all-way stops, creating an in-house warrant that is more applicable to municipal roadways. The in-house modified warrant structure makes it easier for collector and local roadways to meet warrants for an all-way stop by accepting lower traffic volumes and giving more recognition of unsupervised pedestrian crossings. These modified warrants are intended as a more relaxed guide for staff to evaluate intersections in an unbiased uniform manner to make recommendations to Council. It also gives Council the knowledge that the municipality is attempting to work with its residents in a consistent manner to balance efficient transportation with the needs of the local neighbourhood. Under the recently adopted in-house modified warrant analysis, this intersection would qualify for an all-way stop. The installation of an all-way stop at this intersection would require the removal of a boulevard tree in front of #95 and trimming of the tree at #93 Sandringham Drive. The adjacent property owners have been consulted regarding this tree removal/trimming if the all-way stop is approved by Council, and they have no objections. 2.3 Timing of Installation Staff would like to see this change take place in the summer of 2007 while school is out and pavement markings can be applied. This recommendation is supported by the Durham Regional Police. A number of ‘no parking’ signs previously approved by Council will also be installed on or before that time to improve safety during this right of way change. REPORT NO.: EGD-011-07 PAGE 4 3.0 CONCLUSION 3.1 Engineering Services will support the residents’ requests for the introduction of an all-way stop at the intersection of Sandringham Drive and Claret Road based on traffic and pedestrian volumes using the in-house modified all-way stop warrants. Being a By-law to amend By-law 91-58, as amended, being a By-law to Regulate Traffic on Highways, Municipal and Private Property in the Municipality of Clarington. WHEREAS the Council of the Corporation of the Municipality of Clarington deems it desirable to amend By-law 91-58; NOW THEREFORE the Council of the Corporation of the Municipality of Clarington hereby enacts as follows: 1) Schedule XVI "STOP SIGNS" of By-law 91-58 is amended by: A) Adding the following reference: Column 1 Intersections Column 2 Facina Traffic Claret Road and Sandringham Westbound on Claret Road Drive (all-way stop) Northbound and southbound on Sandringham Drive 2) Schedule XV ''THROUGH HIGHWAYS" OF BY-LAW 91-58 is amended by A) Deleting the following reference: Column 1 Hiahwav Column 2 From Column 3 To Sandringham Drive South limit of Durham Highway 2 West limit of Trulls Road B) Adding the following reference: Column 1 Hiahwav Column 2 From Column 3 To Sandringham Drive South limit of Durham Highway 2 North limit of Claret Road Sandringham Drive South limit of Claret Road West limit of Trulls Road 3) This By-law shall come into force and take effect on the date approved by Council and when signs to the effect are erected.
