Subject: INTERSECTION OF TRULLS ROAD AND PEBBLESTONE ROAD,
COURTICE, PROPOSED ALL-WAY STOP
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report EGO-OOg-O? be received;
2. THAT the intersection of Trulls Road and Pebblestone Road become an all-way
stop;
3. THAT the proposed by-law attached to Report EGO-OOg-O? be approved by
Council.

1.0 BACKGROUND
1.1 Engineering Services Department has been monitoring the intersection of Trulls
Rd. and Pebblestone Rd. for a number of years due to a history of frequent
collisions. There have been enquiries and verbal requests for an all-way stop in
hopes of significantly reducing of the collisions. Collision frequency is one of the
criteria (among others) that is measured in order to determine whether an all-way
stop is warranted.
2.0 COMMENT
2.1 Intersection Volume
In the Official Plan, Trulls Road and Pebblestone Road are both classed as
Arterial B roadways which are intended to carry larger volumes of traffic. Traffic
volumes continue to increase at this intersection with ongoing residential and
commercial development in Courtice and east Oshawa. Trulls Road which runs
north-south has 65% of the approaching traffic which must stop due to the off set
intersection giving the right of way to 35% of the traffic on Pebblestone Road.
The existing total intersection volume average is 313 vehicles over an 8 hour
period which is well below the 500 figure required for an all-way stop based on
the Municipality’s guidelines for arterial roadways. The Municipality’s all-way
stop warrants are based on Provincial warrants for all-way stops; however, they
are less stringent to better reflect Clarington’s road network and users.
2.2 Collisions
Although the Municipality has made improvements to the intersection over the
years by improving sightlines, adding illumination and installing cautionary “high
collision intersection” signs, collisions continue to occur. Visibility of the stop
signs is good, and yet some motorists drive through them. Visibility from the stop
conditions is good, and yet some motorists fail to yield the right of way. Although
the intersection should operate safely based on the existing design, the number
of annual “driver error” collisions is perplexing and compelling.

2.2 Consideration of an All-way Stop
Although this intersection does not warrant an all-way stop based on traffic
volumes, it does meet the Municipal warrant for an all-way stop based on a 3
year right angle collision history which averages 4.3 right angle collisions per
year.
3.0 CONCLUSION
3.1Engineering Servicessupports the residents’ requests for the introduction of an
all-way stop at the intersection of Trulls Road and Pebblestone Road based on
traffic collisions and a proposed by-law for Council’s consideration has been
attached. If approved, the installation will occur in April after the winter weather
has subsided.

BY-LAW 2007-xx
Being a By-law to amend By-law 91-58, as amended, being a By-law
to Regulate Traffic on Highways. Municipal and Private Property in
the Municipality of Clarington.
WHEREAS the Council of the Corporation of the Municipality of Clarington deems it desirable to
amend By-law 91-58;
NOW THEREFORE the Council of the Corporation of the Municipality of Clarington hereby
enacts as follows:
1) Schedule XVI "STOP SIGNS" of By-law 91-58 is amended by:
A) Adding the following reference:
