TRAFFIC BY-LAW 91-58 UPDATE TO THROUGH ROAD AND STOP
SIGN SECTIONS AND SCHEDULES
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report EDG-008-07 be received;
2. THAT the Through Road and Stop Schedules be updated and consolidated
as detailed in this report; and
3. THAT the proposed by-law and schedules attached to Report EDG-008-07 be
approved by Council.

1.0 BACKGROUND
1.1 The Traffic by-law 91-58 has had numerous amendments to sections and
schedules pertaining to Through Roads and Stop Signs since its approval in
1991. This report and attached by-laws will update existing conditions,
consolidate previous amendments and provide a new format to reduce the
thickness of the document.
2.0 COMMENT
2.1 Update and Consolidation
This report and proposed by-law amendments are intended only to consolidate
and update the right of way on roadways under the jurisdiction of the Municipality
of Clarington. This report is not changing any existing right of way controls but
rather simply repealing the old sections and schedules and replacing them with a
consolidated and updated version.
2.2 New Format
When reviewing the update, staff also recognized that the format set up in 1991
produced unnecessary duplication resulting in a thick bulky by-law. Discussions
with the Region of Durham pertaining to their by-laws demonstrated that it was
not necessary to list every single stop sign as long as the Through Highway By-
law clearly showed which roadway had the right of way. Stop signs at all-way
stops or unusual intersections will continue to be listed for clarity. Even with the
new updates for assumed roadways the Through Highway Schedule was
reduced from 27 pages to 15 pages, while the Stop Sign schedule was reduced
from 53 pages to 3 pages.
3.0 CONCLUSION
3.1The proposed by-law amendments attached with the new format will consolidate
and update the Through Highway and Stop Sign sections of Traffic By-law 91-58.

BY-LAW 2007- XX
Being a By-law to amend By-law 91-58. as amended.
being a By-law to Regulate Traffic on Highways,
Municipal and Private Property in the Municipality of
Clarington.
WHEREAS the Council of the Corporation of the Municipality of Clarington deems it
desirable to amend By-law 91-58;
NOW THEREFORE the Council of the Corporation of the Municipality of Clarington
hereby enacts as follows:
1) General Provisions of By-law 91-58 Section 15, STOP SIGNS is amended
by
A) deleting the following reference:
15. The erection of stop signs is hereby authorized at each of the
intersections set out in Column 1 of Schedule XVI of this By-law
facing traffic as set out in Column 2 of the said Schedule.
B) substituting the following reference:
15. The erection of stop signs is hereby authorized on all highways
intersecting a Through Highway as authorized in Schedule XV.
Where all-way stops have been authorized providing no Through
Road designations the stop signs shall be listed at each of the
intersections set out in Column 1 of Schedule XVI of this By-law
facing traffic as set out in Column 2 of the said Schedule. Other stop
sign erections may be listed in Schedule XVI where necessary for
additional clarity.
2) General Provisions of By-law 91-58 Section 16, YIELD SIGNS is amended
by
A) deleting the following reference:
16. The erection of yield right-of-way signs is hereby authorized at each
of the intersections set out in Column 1 of Schedule XVII of this
By-law facing traffic as set out in Column 2 of the said Schedule.
B) substituting the following reference:
16. Notwithstanding Section 15. the erection of yield right-of-way signs is
hereby authorized at each of the intersections set out in Column 1 of
Schedule XVII of this By-law facing traffic as set out in Column 2 of
the said Schedule.
3) Schedule XV THROUGH HIGHWAYS of By-law 91-58 is amended by:
A) deleting the Schedule in its entirety
B) substituting the attached revised Schedule XV THROUGH
HIGHWAYS
4) Schedule XVI STOP SIGNS Of By-law 91-58 is amended by:
A) deleting the Schedule in its entirety
B) substituting the attached revised Schedule XVI STOP SIGNS
5) This By-law shall come into force and take effect on the date approved by
Council and when signs to the effect are erected.
BY-LAW read a first and second time this 29th day of January, 2007.
