"CARRIED"
Mayor Mutton circulated a Joint News Release to Members of
Council prior to the meeting to provide an update of the Iter
negotiations, which took place in St. Petersburg, Russia on
February 19, 2003. All four potential locations: Clarington in
Canada; Cadarache in France; Van dell os in Spain; and, Rokasho-
mura in Japan meet the criteria established for the location of the
Iter project, although there are different strengths and weaknesses
for each site. Mayor Mutton advised that Clarington is the best
technical site but our weakness is the lack of government support
for fusion. He noted that a negotiation meeting scheduled for April
will take place in Toronto and that the Chinese and United States
governments will be visiting the Clarington site at this time.
Chris Conti, Executive Director, Friends of Second Marsh, 206 King
Street East, P.O. Box 26066, RPO King Street, Oshawa, L 1 H 1 CO,
circulated a handout and provided Council with a power point
presentation pertaining to the Great Lakes Wetland Centre Project.
The Second Marsh is located on the north shore of Lake Ontario in
Durham Region and is connected to McLaughlin Bay Wildlife
Reserve and Darlington Provincial Park. This habitat supports over
380 plant species, 288 bird species, numerous species of
mammals, reptiles, amphibians and fish, and hundreds of species
of insects.

The Friends of Second Marsh provide the following opportunities:
. education
. recreation
. stewardship and community involvement
They continue to shift their focus on an interpretive centre, which is
needed to increase the education potential of Second Marsh. Their
vision for the future: Great Lakes Wetlands Centre. The Centre
will provide many environmental and education benefits. The
construction of the centre and commissioning of the display is
estimated to cost $6 million. Friends of Second Marsh would like
the Municipality of Clarington to consider a gift of $50,000 payable
over several years, to the Great Lakes Wetland Centre.
Councillor Schell stated a pecuniary interest with respect to the
delegation of Glen Cartwright, vacated his chair and refrained from
discussion on the subject matter. Councillor Schell's employer is
St. Marys Cement who are the owners of the subject property.
Glen Cartwright, Habitat Works!, 2099 Embleton Road, Huttonville,
LOJ 1 BO, appeared before Council regarding Report CLD-09-03.
Mr. Cartwright concurred with the recommendations contained in
the report but requested a change to the dredging schedule. He
noted that his company would like to start dredging during the
months of November and December instead of February and
March, which he previously requested. Mr. Cartwright would like to
postpone the dredging for the following reasons:
a) Habitat Works! do not have a signed contract from St. Marys
Cement; and
b) the results of the testing, which occurred on February 14th,
concluded the thickness of the ice has reached 15 inches,
making dredging difficult.
Glenn Flim, 6143 Hillen Road, R.R. #1, Kendal, LOA 1 EO, advised
earlier that he would not be in attendance.
Norm Monaghan, 427 Trent Valley Road, R.R. #4, Brighton,
KOK 1 HO, was called but was not present.
Frank Wick, 1065 Falby Court, Ajax, L 1 S 3L2, was called but chose

Greg Farrant, Government Relations Manager, Ontario Federation
of Anglers and Hunters, P.O. Box 2800, Peterborough, K9J 8L5,
appeared before Council to discuss the issue of banning hunting in
Clarington. Mr. Farrant advised Council that he believes this
situation was developed by a couple of individuals who had
personal issues. He noted that Clarington would be setting a
dangerous precedent and that Provincial and Federal laws are in
effect to deal with these issues. Mr. Farrant noted both parties
could have been dealt with under Sections 13 band 13 c of the
Fish and Wildlife Conservation Act. He requested that he be
notified should an issue be raised again regarding hunting in
Clarington and suggested that this is not the forum for personal
vindictiveness.
Norm Jung, 115 Oshawa Boulevard North, Oshawa, L 1 G 5W2, was

Clarington. Mr. Wotten advised Council that he is a Livestock
Valuer for the Municipality of Clarington. In 2002 he received 57
livestock calls; 50 of those calls were for livestock killed by a wolf or
coyote. Mr. Wotten circulated a picture to Council of the largest
wolf that he has seen which was shot and killed in Clarington. He
suggested that the Gaming Commission and the Provincial
Government bring back local game wardens.

Arnot Wollen, Chair, Clarington Agricultural Advisory Committee,
advising Council that the Clarington Agricultural Advisory
Committee on February 13, 2003, passed the following resolution:
"WHEREAS it is recognized that livestock kills by wildlife is
substantial;
WHEREAS responsible hunting reduces the number of
coyotes and wolves and in essence plays a role in reducing
the number of livestock kills by these predators;
NOW THEREFORE BE IT RESOLVED THAT responsible
hunting as a means of reducing the number of livestock kills
is a reasonable method of controlling livestock kills; and
THAT hunters receive permission from the land owner
before entering onto private property in order to track and kill
these predators."
Resolution #C-132-03
Moved by Councillor MacArthur, seconded by Councillor Schell
THAT the resolution from the Clarington Agricultural Advisory
Committee regarding responsible hunting be endorsed by the
Council of the Municipality of Clarington.

Evelyn Rozario, President, Orono Business Improvement
Association, advising Council of their very strong concerns for the
economic health of their town. Over the last ten years, there has
been massive growth in Bowmanville and Newcastle but Orono has
been zoned green (no growth). This has kept their town quaint and
pretty but their business core is struggling to say alive. Every large
chain store that arrives in Clarington takes business from the
smaller stores. This is the natural way but growth is natural too and
Orono is stalled, Without some type of growth their town will lose
its stores and become nothing but restaurants and convenience
stores,
