All Members present. 1. WAGE NEGOTIATING CONfi`2ITTEE. His Gtiorship The Mayor outlined briefly the requests submitted by the Works Department Union for Negotiation. As this sub- mission was rather involved and appeared to require a lengthy negotiation, the Committee requested that Council consider engaging a professional negotiater to act on behalf of the Corporation. Following considerable discussion it was: Moved by Dep-Reeve Stevens and Con. Hughes: That the Wage Negotiating Committee be authorized and instructed to proceed to negotiate the submission of the Works Department Union, and if necessary, are authorized to engage the services of a Professional Negotiater for assistance. carried.. Salaries not covered by Agreement or Contract are to be con- sidered by the Finance Committee as in past years. 2. DEPARTMENT OF NATIONAL DEFENCE. The following communication was received: rtAs you are aware, it is a responsibility of the Canadian army to provide warning to the public of the likelihood or imminence of an enemy attack. This warning is to be given by means of _ _____ sirens installed in towns and cities likely to be attacked or «,~,, which might be subject to radioactive fallout. The Army's present construction programme calls for the erection of one siren in your city. Agreement has been reached as to the actual siting of this siren and installation will begin in the near future. The method by which these sirens are to be activated, or sounded requires the assistance and co-operation of local municipal agencies or officers. The most suitable have proven to be either the Police or Fire Departments where a 24 hour manning is norm- ally assured. If a National Attack Warning was received at Headquarters East- ern Ontario Area, KINGSTON, it would be passed to an official designated by you, by commercial telephone. To prevent abuse or misuse of this procedures code words will be issued by which all real messages will be authenticated. It would then be the responsibility of your official to sound the siren and warn the public. If these arrangements are satisfactory to you, it is requested that you send to this Headquarters: (a) The telephone numbers and its location, which will be operating 24 hours a day. (b) The name and address of the person to whom the code words are to be sent, and, (c) Your authorization for the Army to install, at the tele- phone location, a Siren Control Button. - +~ .. - 2 - Moved by Con. Hughes and Dep-Reeve Stevens: That we authorize the Department of National Defence to install a telephone in the Police Department Office, along with the required Siren Control Button, and, That as the members of the Bowmanville Police Department will be responsible for answering this telephone, the code words to be used should be forwarded to the Chief Constable for the Corporation. carried. 3. FIRE COMMITTEE - Dog Control. Moved by Con. Fice and Dep-Reeve Little: That the Fire Committee of Council be authorized to neg- otiate a fire protection agreement with Darlington Township officials for 1962. The Committee be given power to act and that the Dog Control Committee review their agreement with Darlington Township. carried. 4. OUT OF TOVdN FIRES . Moved by Con. Hooper and Oke: That the Council of the Township of Clarke be notified that in future, the Bowmanville Fire Department will have to refuse to answer calls for assistance from that Municipality. carried.
