MINUTES OF REGULAR COUNCIL MEETING DECDffiER 10. 1973.
The final Regular Council meeting of the Village of Newcastle was held
in the Council Chamber on December 10, at 8 p.m.
Present were: Reeve Alfred Gray, Councillors Fred Couch and Frank Hoar.
Absent was R. B. Rickard who was in hospital.
Moved by Councillor Couch, seconded by Councillor Hoar that the minutes
of November 12, 1973, be approved as printed. Carried.
A letter from the Canadian National Railways regarding the closing of the
C.N.R. Crossing at Mile 285.66, Kingston Subdivision, was read. The Clerk
was instructed to turn over this letter and the related correspondence to
the new Mun~cipality of the Town of Newcastle.
Moved by Councillor Hoar, seconded by Councillor Couch that a copy of
the Restricted Area Zoning By-law and the proposed Official plan, when
completed, be turned over to the Central Ontario Joint Planning Board
as requested in their letter of November 21. Carried
Letter from Ontario Good Roads Association re 1974 membership was received
and filed.
K., Symons, Clerk-Treasurer of the United Counties advised that the share
of the Property Tax Stabilization Grant of $125,180, received by the
Counties, would be $1,937.91 for the Village of Newcastle.
The Clerk was instructed to send a copy of a letter received from the
Canadian Transport Commission which gave suggestions for improving the
crossing over Toronto St., to Mrs. S.Fennell.
the Ministry of Treasury, Economics and Intergovernmental Affairs, Grants
Policy Branch, advised that the Winter Capital Projects Fund CP-0144
Water Treatment Plant had not been approved.
Moved by Councillor Hoar, seconded by Council+or Couch that the Resolution
of the Newcastle P.U.C. @that the remuneration for Newcastle Public Utilities
Commissioners reBk.in at $350.00 per annum for the Chairman and each of the
three Commissioners for 1974." be endorsed. Carried
Moved by Councillor Hoar, seconded by Councillor Couch that the sum of
$2920. be paid over to the Community Hall Board from the Montague Trust
Fund, to be used for the construction of the kitchen addition. Carried.
Moved by Councillor Hoar, seconded by Counc~llor Couch that accounts
amounting to $83,120.45 be approved for payment. Carried.
Moved by Councillor Couch, secon"ed by Councillor Hoar that the reports
of the Fire Department and the Building In~pector, 8 permits for $62,146.
be accepted. Carried.
Moved by Councillor Couch, seconded by Councillor Hoar that the Resolution
of the Planning Board regarding the severance of 3 lots 66 x 198 fronting
on Church St. be not approved as the frontage was not in accordance with
the Zoning By-law. Carried.
Moved by Councillor Hoar, seconded by Councillor Couch that Council approve
the separation of 2 lots, 99' x 198' fronting on Church St., the property
of Douglas Wright. Carried.

Moved by Councillor Hoar, seconded by Councillor Couch that the Reeve and
Clerk be authorized to sign an agreement with the P.U.C. and Custom Glass Limited,
and A.V.P. Extrusions Limited for the water extension 600' on Church Street
and 1200' on Toronto Street and pay additional costs up to $3500. Carried.
The Annual Report under the Trench Excavators' Protection Act was presented
to Council.
Moved by Councillor Couch, seconded by Councillor Hoar that application
for an additional Road subsidy on $3000. expenditures be made to the
Ministry of Transportation and Communications. Carried.
Mr. Roger Yates, Chairman and Mr. Murray Paterson, Mr. Delbert Moore,
Mr. D. J. Cunningham, members of the Newcastle Planning Board, were present
at the meeting and passed the following motion:
Moved by Mr. Paterson, seconded by Mr. Hoar that the Deferred Estate
Residential be applied to a more in depth area as shoun on a marked up
sketch of the Proposed Official Plan. Carried.
Reeve Gray thanked the Planning Board and members of Council and all
those who had served on Boards of the Village during his term of Office,
for their support and co-operation.
Moved by Councillor Couch, seconded by Councillor Hoar that the P.U.C.
be instructed to convert 13 lights, 7 in the West end and 6 in the East
end of the Village on King street, to mercury vapour and to install a
street light on the South end of Church St. (Ed. Barchard) and on the
South end of Baldwin St. (Peter Lake.) Carried.
Moved by Councillor Hoar, seconded by Councillor Couch that the Village
present the new Official seal to the Municipality of the Toun of Newcastle.
Carried.
Moved by Councillor Couchand seconded by Councillor Hoar that the objections
to the Restriced Area By-law 73-15 which had been received, be turned over
with the By-law and the Proposed Official Plan, to the Regional Planner,
Region of Durham, with the recommendation that they be adopted as presented.
Carried.
Moved by Councillor Couch, seconded by Councillor Hoar that the final
meeting of the Corporation of the Village of Newcastle be adjourned.
