MINUTES OF REGULAR MEETING OF COUNCIL NOVEMBER 12. 1973.
Meeting waS held in the Council Cnamber at 8 p.m.
Reeve Alfred Gray, Councillors Fred Couch, Frank Hoar
and R. B. Rickard.
Present were:

Moved by Councillor Hoar, seconded by Councillor Rickard.that perm~ss~on
be granted for the trailers to remain in WaltonaPark unt~l December 31,
1973 subject to Mr. & Mrs. Dallaire's approval and a copy of the
Resolution be sent to Mrs. Dallaire. Carried.
Mr.Milani preseLted a subdivision agreement regarding Durham Estates
for Council's approval. The Clerk waS instructed to have the Village's
Solicitors Barber & Kelly, read this agreement and a meeting was called

for November 19, at 7:30 p.m. for further d~scuss~on.
The By-law Officer, James Stephenson reported to Council concerning
his inspection of trailers in the Village and his duties as weed
Inspector.
Capt. Albe:bt Naylor, of the Newcastle Fire Department, approached Council
to see if the Newcastle Fire Fighters Association could purchase the
1940 Fire Truck. The Clerk was instructed to investigate this possibility.
A copy of a letuer from the Ontario Municipal Board to E. R. Lovekin
advised that since the file - Restricted Area By-law 71-10 and 71-11
had been inactive since 1971, it has now been closed.
A letter was received from Allan Lawrence M.P. enclosing the news
re lease pertaining to the Construction of Breakwaters at Newcastle
Harbour.
In reply to a letter fro~ E. R. Lovekin regarding severance of lots
for Mabel Cobbledick,
Moved by Councillor Rickard, seconded by Councillor Couch that Mr.
Lovekin be advised that the plan presented was notacceptable and
recommended a new plan be submitted'which would comply with the
Restricted Area By-law 73-15 which calls for a minimum of 60' frontage.
Carried.
A letter of thanks from the Newcastle Senior Citizens for the bus
supplied by the Village for their Fall Trip, was read.
Letter from the Canadian Transport Commssion advised that the Village
may make application for reconstruction of the Mill Street Subway, C.N.R.
when further develppment in that area warrants such reconstruction.
Canadian Transport Commission also advised that an examination of the
crossing at Toronto Street, Mileage 286.53 Kingston Subdivision,
would be made on November 13, at 10.\30 a.m.
Ministry of Treasury, Economics and Intergovernmental affairs,
Subsidies Branch advised that Project CP-004$, under the
Winter Capital Projects Fund (addition of idtc:hen to the eommunity
Hall) had been approved by the Provincial and Federal governments.
Copies of these letters and forms were turned over to Mrs. Pauline
Storks, Chairman of the Community Hall Board.
Ministry of Treasury, Economics and Intergovernmental Affairs advised
that the payment under the Property Tax Stabilization Act had been
recalculated at $17,960.0iJ. Interim payment of $9,494. had already
been received, leaving a final payment of $8,466. which would be
received in November.

Assessments; and Alex Carrut~ers re letter to Hon. Jas. Auld were
received and filed.

Letter from Ken Hooper, re damage to hE automobile had been sent to
the Contractor re Sewers, with copies to the Chief Inspector and
Frank Cowan Co. Ltd.,.
Moved by Councillor Couch, seconded by Councillor Hoar tha: the
resignation of Ken Gray from the Newcastle Recreation COIDIDl:te be
accepted with regret and a letter be sent to Mr. Gray thanklng
him for his service to the Committee. Carried
Moved by Councillor Rickard, seconded by Councillor Hoar that a
letter from Mrs. Narda Hoogkamp regarding the water problem behind
her property on Beaver st. North be sent to Mrs. M. Cobbledick
aSKing her to look into the matter. Carried.
Moved by Councillor Couch, seconded by Councillor Hoar that accounts
amounting to $59,792.63 be approved for payment. Carried.
Moved by Councillor Hoar, seconded by Councfllor Rickard that the
reports of the Fire Dep artment, Building Inspector and Health Unit
be aceepted. Carried.
Moved by Councillor Hoar, Seconded by Councillor Rickard that the
1973 Budget be amended by taking into Revenue, $3,000. reserVe for
fire hall construction and transferring a like amount from Expenditures
in order to set up a Reserve Fund for Fire Hall Construction. Carried.
Moved by Councillor Rickard, seconded by Councillor Hoar that the
1973 Budget be amended by transferring $15,000. designated as
Capttal Expenditure for Fire Hall Construction.frBm'Ekpenditures to
a Reserve Fund for Fire Hall Construction. Carried.
Moved by Councillor Hoar, seconded by Councillor Couch that the
taxes on property Roll 1-66-5, Donald and Beverly Lake be
reduced for 1973 by the sum of $13.68 as a result of the demolition of
a barn on their property. Carried.
Moved by Councillor Couch, Seconded by Councillor Hoar that By-law 73-16
being a by-law to establish a Reserve Fund for the construction of a
Fire Hall, be read a first time. Carried.
Moved by Councillor Rickard, seconded by Councillor HORr that By-law
73-16 be read a second time. Carried.
Moved by Councillor Hoar, seconded by Councillor Rickard that By-law
73-16 be read a third time and finally passed. Carried.
Moved by Councillor Hoar, seconded by Councillor Couch that By-law 73-17
being a by-law to establish the retention period of certain records of
the Corporation be read a first time. Carried.
Moved by Councillor Rickard, seconded by Councillor Hoar that By-law
73-17 be read a second time. Carried.
Moved by Councillor Couch, seconded by Councillor Rickard that by-law
73-17 be read a third time and finally passed. Carried.
Moved by Councillor Couch, seconded by Councillor Rickard that the
resignation of Councillor Keith Barr from the Council and as Secretary-
Treasurer of the Planning Board be accepted with regret. Carried.
Moved by Councillor Rickard, secdnded by Councillor Hoar that Councillor
Fred Couch be appointed to replace Co'm:;illor Barr on the Planning
Board. Carried.
Moved by Councillor Couch, seconded by Councillor Hoar that the
meeting adjourn. Carried.
