MINUi'1!:S OF REGULl\.R COUNCIL MEETING SEPTEMBER 10, 1973.
Meeting held in the Council Chamber at 8 p.m.
Present were:
Reeve ALfred Gray, Councillors Keith Barr, Fred Couch
Frank Hoar and R. Brenton Rickard.
Moved by Councillor Couch seconded by Councillor Rickard that the
minutes of Council meetings August 13, 23, and September 5 and
joint meeting of Council and PLanning Board on August 30, be approved
as read. Carried.
Mr. ~verett Jenkins, P.U.C. Manager spoke to Council concerning the
need to include am amount to cover substations and feeder lines when
considering a lot levy for newly created lots.
Mr. John Benson, President of A.V.P. applied for a building permit
to move a temporary trailer to his property on Toronto Street.
Mrs. Florence Tillson approached Counil with regard to the Newcastle
Youth Organ~zation Fund which was started in memory of her husband, Bruce.
~le was advised to decide how she wished the money to be used and
notify Council at the next meeting.
Mrs. Guy Dallaire spoke to Council regarding the temporary trailers
in Waltona Park.
Moved by Councillor Rickard, seconded by Councillor Couch that
Trailer By-law 799 be amended by adding to Para. (1) "excepting in
Waltona Park wher8 they may be located for a period from May 1 to
October 1." Carried.
Mr. Harold Taylor asked that his taxi license be renewed, and that
Maurice McCullock be granted a permit as a driver.
Moved by Councillor Hoar, seconded by Councillor Rickard that Mr.
Taylor be granted a further 3 months probationary license provided
he show pro~f of adequate liability insurance. Carried.
Dayre~l Pickering asked for permission for the Newcastle Mens Town
Hvckey League to sell tickets in Newcastle on a raffle.
Moved by Councillor Hoar, seconded by Councillor Barr that the
N~wcastle Mens Town Hockey League be permitted to hold a draw in
Newcastle. Carried.
Mr. Hoensch and Dr. J. G\mningham were present to answer questions
regarding the proposed conversion of the former Woodland factory
to an apartment complex.
Moved by Councillor Rickard, seconded by Councillor Hoar that
the report of the Building Inspector re Ganaraska Properties project
on King and Wilmot St. be accepted and that a building permit be
issued at his discretion and subject to his continuous inspection.
Carried.
Moved by Councillor Hoar, seconded by C~uncillor Barr that Ganaraska
properties be given permission to install a 36" X 40' culvert, imbedded
in gravel, in the watercourse on their property on Wilmot Street, in
order that they might have access to their property. Carried.
Mr. Len Jones, Elmhurst Hotel, inquired if there was a possibility
of having a ballot in the forthcoming election, re liquor in Newcast~e.
Moved by Councillor Couch, seconded by Councillor Hoar that Len Jones
be given permission to investigate the possibility of a vote to obtain
a dim;glounge license and a lounge license in the Village of Newcastle.
Carried.

Moved by Councillor Couch, seconded by Councillor Hoar that Mr.
George Wind becppointed to the Newcastle Recreation Committee for the
ba~ance of 1973. Carried.
Moved by Councillor Rickard, seconded by Councillor Barr that
Mrs. Florence Tillson be appointed to the Newcastle Recreation Committee
for the balance of 1973. Carried.
Moved by Councillor Rickard, seconded by Councillor Couch that accounts
amounting to $11,990.02 be approved for payment. Carried.
Moved by Councillor Hoar, seconded by Councillor Barr that the report of
the fire department and the Building Inspector, 9 permits for $41,310.
be accepted. Carried.
Moved by Councillor Couch, seconded by Councillor Barr that the quotation
of Harnden & King, of .35 sq. yd. patch and prime and .25 sq. yd for
surface treatment, be accepted. Carried.
Moved by Councillor Rickard, seconded by Councillor Hoar that the Treasurers
recommendation to reduce the business tax on Rcll 2-87, Ray Goode, by the
amount of $18.34 be approved. Carried.
Moved by Councillor Hoar, seconded by Councillor Barr that By-law 73-11
being a by-law to amend by-law 785, building by-law regarding the square
footage requred, be read a first time. Carried.
Moved by Councillor Couch, seconded by Councillor Rickard that by-law
'13-11 be read a second time. Carried.
Moved by Councillor Barr, seconded by Councillor Couch that By-law 73-11
be read a third time and finally pass~d. Carried.
Moved by Councillor Rickard, seconded by Councillor Hoar that By-law
73-12 being a by-law to amend Traffic by-law 803 by deleting angle
parking on King, Mill and Church StsL.be read a first time. Carried.
Moved by Councillor Couch, seconded by Councillor Barr that By-law 73-12
be read a second time. Carried.
Moved by Councillor Hoar, seconded by Councillor Rickard that by-law 73-12
be read a third time and finally passed. Carried.
Moved by Councillor Couch, seconded by Councillor Barr that By-law 73-13
being a by-law to amend 69-15 impOSing frontage rates on certain lands
in the Village of Newcastle, be read a first time. Carried.
Moved by Councillor Hoar, seconded by Councillor Rickard that By-law 73-13
be read a second time. Carried.
Moved by Councillor Barr, Seconded by Councillor Hoar that By-law 73-13
be read a third time and finally passed. Carried.
QuestiO!laires were completed for the property of John Adams on Andrew
S"l!oillt and Mrs. Ellen Duxbury on Church Street, to be returned to the
Land Division Committee in Cobourg.
The Clerk was advised to write to Mr. Lloyd O. Perry that there is no
property in the Village of Newcast~e assessed in that name and they
cannot answer his questions.
Moved by Councillor Rickard, seconded by Councillor Hoar that the
date fo: the October Council meeting be Tuesday, October 9th and
that th~s change be advertised in the local newspaper. Carried.
Moved by Councillor Rickard, seconded by Councillor Couch that an ad
be plac~d in the local newspaper, advising property owners who will
be serv~ced by sewers that By-law 73-6 requires that a permit be
purchased, the fee is $4.00,fora lateral sewer connection. The by-law
wll.Lch ~y be seen at the Municipal Office, regulates the use of Public
and pr~vate sewers and drains, private sewage disposa1 the installation
~nd connectio~ of building sewers, and the discharge of waters and wastes
~nto the publ~c sewer system. Carried.
A meeting was called for 7 p.m. on September 17th, to discuss the
imposition of a lot levy.

Moved by Councillor Couch, seconded by Councillor Hoar that the
quotation from Gulf Oil Canada Limited for the delivery of 10,000
gallons of furnace oil, to Newcastle Ontario, at a net price of .2650
per gallon, price subject to market fluctuation and based on the above
maximum annual volume, be accepted. Carried.
Letter from Frank Cowan Company Limited re insurance on Cenotaph
was received and filed.
Moved by Councillor Couch, seconded by Councillor Hoar that the application
from A.V.P. for permission to put a trailer on their property on Toronto
Street be rejected. Carried.
C~erk was instructed to write to Mr. Benson that the Council is enforcing
the trailer by-law 799 and cannot make an exception in this case.
The Clerk was instructed to have the by-law Officer check on other trailers
in the Village.

be adjourned. Carried.
