MINUTES OF REGULAR MEETING OF COUNCIL JUllil: n. 1973
.Meeting held inthe Council Chamber at 8 p.m.
Present were Reeve Alfred Gray,
Councillors Keith Barr, Fred Couch
Frank Hoar and R. Brenton Rickard.
R 388 Moved by Councillor Couch, seconded by Councillor Hoar t~at
m~~~tes of meetings of May 14, May 24th and joint meetin~ of Councll
and Planning Board on June 7th be adopted as read. Carrled.
Mr. Robert Sisler and Brian Mack of Proj~ct SW~EP were presen:,
to hear suggestions from Council for proJects In Newcastle whlch
they would undertake as part of their summer works.
Mr. Dudar addressed Council regarding a building permit for a lot
on Robert St. which Council had refused previously. He was advised
that when he had a detailed plan of the house and its position on
the lot, his request would be reconsidered.
Mrs. L. Stephenson and Mrs. E. Fisher representing the Newcastle
Horticultural Society asked for anincrease in their Annual Grant.
Res. 389 Moved by Councillor Couch, seconded by Councillor Hoar ~
that the Grant f~r 1973 be increased from $50. to $75. and that the
Society be commended for their work in helping to beautify the
Village. Carried.
Ree. 390 Moved by Councillor Rickard, seconded by Councillor Couch
that Messrs. Crumb and Taylor be granted a license to operate a
taxi service in Newcastle for 3 months from the start of their
operation at a fee of one quarter of the regular yearly rate.
Carried.
Res. 391 Moved by Councillor Couch, seconded by Councillor Barr
that the Newcastle P.U.C. be given permission to install 5 new
500 watt lights at the east end of the Village to replace 100
watt lights nowin use. Carried.
A plan for lot separation presented by Glen Johnson was referred to
the Planning Board.
Res. 392 Moved by Councillor Hoar, seconded by Councillor Barr
that a letter of resignation from Winslow Collier from the Recreation
Committee be accepted with regret and a letter be sent to Mr. Collier
thanking him for his services on the Committee. Carried.
Res. 393 Moved by Councillor Rickard, seconded by Councillor
that application be made to the Canadian Transport Commission
reconstruction of the Mill St. Subway of the C.N.R. Railway.

A letter from the Ministry of Community and Social Services regarding
Sr. Citizens Week, June 17, was read. Clerk was instructed to write
to Mr. Harry Jose, President of Newcastle Sr. Citizens, asking for
recommendations for a project for the Fall.
Letter from Ministry of Treasury, Economics and Intergovernmental Affairs
advising that the Incentive Program had been exterlded to June 30 was
received and filed, as the Program jn Newcastle has now been completed.
A request from Mr. Francis Jose for permission to set up a mobile home
for farm help had already been dealt with by the Planning Board.
Res.394 Moved by Councillor Rickard, seconded by Councillor Barr that
accounts amounting to $18,419.67 be approved for payment. Carried.
B~ilding Permits issued in Mayamounted to 7 permits and $58,253.
Flre Report showed three fires in the month of May
Res. 395 Moved by Councillor Hoar, seconded by Councillor Couch
that these reports be accepted. Carried.

Res. 396 Moved by Councillor Couch, seconded by Counc~llor
that By-law 73-7 being aby-law with respect to Sewage Rates
a firsttime. Carried.
Res. 397 Moved by Councillor Hoar, seconded by Councillor Rickard that
By-law 73-7 be read a secondtime. Carried.

Res. 400 Moved by Councillor Hoar, seconded by Councillor Couch that
the fine for defacing, damaging or removing the numbers be $50.00.
Carried.
Res. 401 Moved by Councillor Hoar, seconded by Councillor Rickard
that By-law 73-9 being a by-law for the purpose of numbering the
lots and buildings thereon and foraffixing the nwQers to the buildings,
be read a first time. Carried.
Res. 402 Moved by Councillor Couch, seconded by Councillor Barr that
By-law 73-8 be read a second time. Carried.
Res. 403 Moved by Councillor Barr, seconded by Councillor Rickard that
By-law 73-8 be read a third time and finally passed. Carried.
Res. 404 Moved by Councillor Hoar, seconded by Councillor Rickard
that Res. 78 of the Planning Board If that the Planning Board recommend
to the Village Council that they adopt the Restricted Area By-law,
subject to the changes in same as recommended at this meetinglf be
approved. Carried.
Res. 405 Moved by Cou~cillor Rickard, seconded by Councillor Barr
that Res. 69 of the Planning Board If that Mrs. Duxbury's plan
to separate two lots 66' x 110' at the corner of Church and Robert
Streets be approved If be adopted. Carried.
Res. 406 Moved by Councillor Hoar, seconded by Councillor Barr
that the Clerk apply for Cancellation of the taxes on lot 11 Block
A, Wilmot Street for 1973 as this lot is now owned by the Village.
Carried.
The Clerk was instructed to publish the notice to property owners
in the Village to cut their weeds.
Questionnaires from the Northumberland-Durham Land Divisiun Committee
regarding property of M. McCullough and S. Parker were referred to the
Planning Committee.
Res. 407 Moved by Councillor Hoar, seconded by Councillor Barr that
a letter be written to Premier Wm. Davis, with a copy to Darlington
Council, supporting Darlington's presentation in the matter of the
retention of the entire Township within the Municipality of Newcastle
also indicating that Cou,ncil is pleased with the new Regional Plan'
and the names of Newcastle for the Municipality and Durham for the
Region. Carried.
Councillor Hoar declared his conflictof interest in the next matter
before Council and left the room.
Res. 408 Moved by Councillor Rickard, seconded by Councillor Couch
:hat permission be granted to Frank Hoar to enlarge the present
~sland at theNewcastle Garage. Carried.
Mr. Bruce Markle presented a petition, signed by 27 out of 29 residents
?f Oatley Court and Graham Court, favouringthe installation of sewers
~n that area.

the meeting adjourn.
