Meeting was held in the Council Chambers at 8 p.m. Present were: Revve Alfred Gray, Councillors Keith Barr, Fred Couch, Frank Hoar and R. Brenton Rickard. Moved by Councillor Hoar seconded by Councillor Couch that the minutes of meetings held January'8, 15, 22, and 31st be adopted as read. Carried. Mr. McKillop, District Municipal Engineer of the Ministry of Transportat~o~ and Communications, addressed Council re the property purchased by the Min~stry for reconstruction of King St. East, within the Connecting Link. This property should have been purchased by the Village. Mr. McKillop advised he would send the Clerk the details of the property, prices paid, etc. for consideration. A letter was read from Mrs. L. Crockett, conuerning the tower-like structure in Weatview Heights. The Clerk 1.<B.S instructed to contact Bowmanville to inquire if they have a by-law prohibiting such structures. Trewin, Ministry of Treasury, Economics and Intergovernmental Affairs re Federal Provincial Winter Capital Projects Fund; St. Johns Ambulance, Ministry of Government Services - cancellation of lease for Division Court; Ontario Property Tax Credit Plan Guide; Ontario Conference on Local Government; Central Ontario Museums Assoc; Northumberland Durham Assessment Office (2); Ontario Hydro; O.M.B. Board Orders re Ganaraska purchase and Sewer extension. Moved by Councillor Hoar, seconded by Councillor Barr that the Clerk send a copy of the Budget and Mill rate for 1972 to Barbara Merson, Administrator for the Township of Hope. Carried. Moved by Councillor Couch, seconded by Councillor Hoar that the request from the Great Pine Ridge Tourist Council for a grant of $35.00 be granted. Carried. Moved by Councillor Couch, seconded by Councillor Hoar that Sports Ontario be given permisssion to sell tickets in Newcastle. Carried. R. A. Shannon, Regional Traffic Engineer, advised Council by letter, that a representative of the Department of Transportation and Communications, J. C. Hamilton would investigate the need for a Crosswalk in Newcastle. Moved by Councillor Hoar, seconded by Councillor Barr that the resignation of Ron Munro from the Bowling Committee, be accepted with regret. Carried. Moved by Councillor Couch, seconded by Councillor Rickard that Ron Burley be appointed to the Bowling Committee. Carried. Letters from the Advisory Task Force on Housing P licy are to be turned over to the Planning Board. Moved by Councillor Rickard, seconded by Councillor Couch that the Village Council not accept resolutions 43 and 44 of the Planning Board regarding remuneration for Secrecary-Treasurer and members. Carried. Moved by Councillor Rickard, seconded by Councillor Couch chat the Planning Board ask for a budget so that they may pay the Secretary-Treasurer if they see fit to do so. Carried. ' Moved by Councillor Rickard, seconded by Councillor Hoar that the Council accept Resolution 45 of the Planning Board "that the Planning Board recommend to Council that they accept 5% of land - nut Valley or Hazard land _ in regard to the Milani Subdivision". Carried. Moved by Councillor Rickard, seconded by Councillor Barr that Council accept Resolution 48 of the Planning Board "that they adopt the Bowmanville Standard Form of Subdivision Agreement (Revised Feb. 1972) - with the changes that the Planning Board have incorporated therein - as a basic format for ~ewcastle after Council has had Legal opinion re same". Moved by Councillor Couch, seconded by Councillor Rickard that the Library Board be granted an advance of $300. by March 15th, on their 1973 Budget. Carried. Since Mr. Farncomb LeGresley had declined the appointment to the Library Board, the Clerk was instructed to write to Rev. Robt. Hayne appointing him to the Board for 1973. Moved by Councillor Couch, seconded by Councillor Barr that accounts amounting to $10,210.51 be approved for payment. Carried. Moved by Councillor Hoar, seconded by Cuuncillor Barr that $50. be given to the lIewcastle Fire Department to assist with refreshments for the Mutual Aid meeting to be held in ~ewcastle on February 22, 1973. Carried. Moved by Councillor Hoar, seconded by Councillor Barr that the report of the Fire Department for January, be accepted. Carried. Moved by Councillor Couch, seconded by Councillor Barr that the Treasurer be authorized to levy 34 mills on the Assessment before the adoption of the estimates for 1973, as provided for in By-law 72-2. Carried. Moved by Councillor Rickard, seconded by Councillor Hoar the statement of proposed expenditures on Roads and Streets for 1973, $22,000. be adopted. Carried. Muved by Councillor Couch, seconded by Councillor Rickard that the Clerk apply for the additional funds under the provincial Municipal Employment Incentive Program 197~-1973. Carried. Moved by Councillor Barr, seconded by Councillor Rickard that Ron Lowry Jr. be appointed to the Recreation Committee for 1973. Carried. Moved by Councillor Rickard, seconded by Councillor Couch that the business tax arrears and the business assessment for 1973 for Thomas Martin be written off. Carried. Moved by Councillor Barr, seconded by Councillor Hoar Council petition the C.~.R. for reconstruction of the on Mill Street South in light of future development. that the railroad Carried.
