MINUTES OF REGULAR MEETING OF COUNCIL - May 8th. 1972

Meeting was held in the Council Chambers at 8 p.m.
Present were: Reeve Alfred Gray, Councillors Fred Couch, Frank Hoar,
Keith Barr and Bree~on Rickard.

Res. 101 Moved by Councillor Couch, Seconded by Councillor Hoar that
minutes of meetings held April lOth, 18th and 20th be adopted as
printed. Carried.
Mr. Rober~ Walton spoke to Council regarding the letter he received
advising him to install a backflew preventor valve on his property
when the sewage system is installed. Mr. Walton requested more
information as to the cost. A letter will be sent to O.W.R.C. in
this regard.
Mr. Douglas Wright and Mrs. Isabel Wright spoke to Council with
respect to their previous request te have the deeming By-Law rescinded
on their properties on Clarke and Baldwin streets. Council advised
them that they were in the process of preparing a zoning by-law for
the Village and that it would not be advisable to make any decisions
at this time.
Res. 102 Moved by Councillor Couch, Seconded by Councillor Barr
that By-Law 72-4, being a by-law to adopt the estimates of all sums
required during the year and to strike the rates of taxation for the
year 1972, be read a first time. Carried. ry
Res. 103 Moved by Councill.r Hoar, Seconded by Councill.r Rickard
that By-Law 72-4 be read a second time. Carried.
Res. 104 Moved by Councillor Barr, Seconded by Councillor Couch
that By-Law 72-4 be read a third time and finally passed. Carried.
The Clerk WaS instructed to reply to letters received by Councillor
Rickard and Councillor Couch from E. R. Lovekin, Solicitor for
Mr. Yves Lamoreau of the Queens Hotel.
Res. 105 Moved by Councillor Couch, Seconded by Councill.r Barr
that Charles Aquilina's resignation from the Recreation Committee
be accepted with regre~ and a letter of appreciation for his
services on this Committee be sen~. Carried.

Res. 106 Moved by Councillor Hoar, Seconded by Councillor Couch
that accounts amounting to $1),740.89 be approved for payment. Carried.
Res. 107 Moved by Councillor Hoar, Seconded by Councillor Barr that
the reports of the Fire Department, Health Department and Building
Department be accepted. Carried.
Res. 108 Moved by Councillor Couch, Seconded by Councillor Barr that
the Canadian Transport Commission be advised that Council are agree-
able to assuming l2t% of the es~imated cost of $29,800 for installing
signal lights at Crossing 285.38 C.N.R. Kingston Subdivision in the
Village of Newcastle and 50% of the maintenace cos~ of $950.00 annually

The Clerk was instructed to write to the Canadian Transport Commission
requesting them to proceed with the project.
The Clerk was instructed to write to the Township of Clarke advising
them of the signal lights to be installed which will serve residents
of Clarke Township, requesting consideration be given to share in
the cost of this project.
The Clerk was instructed to write to Miss Chowdry of the Planning
Branch with regard to File No. l7T-227l3 advising Council will
deal with this application at a later date.
Res. 109 Moved by Councillor Rickard, Seconded by Councillor Barr
that Councillors be paid l)~ a mile when travelling on Village bus-
iness, and $2.50 per person for lunch and $4.00 per person for
dinner. Carried.

Res. 110 Moved by Councillor Barr, Seconded by Councillor Hoar
that By-Law 72-5 being a by-law regarding Councillors' Annual
Allowance be read a first time. Carried.
Res. III Moved by Councillor Rickard, Seconded by Councillor Couch
that by-law 71-5 be read a second time. Carried.
Res. 112 Moved by Councillor Hoar, Seconded by Councillor Barr that
by-law 72-5 be read a third time and finally passed. Carried.
Res. 113 Moved by Councillor Rickard, Seconded by Councillor Hoar
that one member of the Council and one member of the Planning
Committee be permitted to attend the Lake Ontario Regtional Develop-
ment Council conference at Peterborough on May 31st and June 1st.
Carried.

The Clerk was instructed by Council to write a registered letter
to Mr. Leo DeMooy on Toronto Street instructing him to move his
garage from town property by June 15th or action would be taken.
Res. 114 Moved by Councillor COUCh, Seconded by Councillor Rickard
that the Brewers Retail be advised that Council are agreeable to
the construction of a portable aluminum structure on property owned
by Stanley Gujda on King Street East, the said structure to be used
as a Brewers Retail outlet for a periOd not exceeding two years.
Carried.
Res. 115 Moved by Councillor Rickard, Seconded by Councillor Hoar
that Council request Roger Treumner of Totten, Sims and Hubicki to
meet with Council at his earliest convenience. Carried.
Res. 116 Moved by Councillor Rickard, Seconded by Councillor Barr
that the meeting adjourn. Carried.
