MINUTES OF REGULAR MEETING OF COUNCIL - April 10. 1972

Meeting was held in the Council Chambers at 8.p.m.
Present were: Reeve Alfred Gray, Councillors Frank Hoar, Fred Couch,
Keith Barr and Brenton Rickard.

Res. 82
Moved by Councillor Hoar, Seconded by Councillor Couch that
minutes of meetings held March l)th, 28th and April 4th be
adopted as printed, providing Resolution No. 78 in the
March 28th minutes is amended to read "excluding ear allow-
ancd'with reference to the Clerk's salary. Carried.

Mrs. J. R. Wright and Mr. Douglas Wright addressed Council regarding
the deeming By-Law No. 67-25 which by-law deemed the area south of the
C. N. R. tracks as unregistered for the purpose of subdivision, request-
ing this by-law to be rescinded. As the property owners in the Clarke
Street, Baldwin Street area had been as s ured by O.W.R.C. that this
area would be serviced with the sewer system, and since building lets
had to be approved by the Department of Health they felt this by-law
was no longer necessary to control development. Council will look
into the legality of rescinding the by-law and advise at a later date.
Mr. and Mrs. Crous addressed Council asking permission te build two
new washrooms at the XL service station on King Street West. Council
advised them to contact the Health Department as a certificate of
approval from that Department is necessary before applying for a
building permit.
The Clerk was instructed to reply te Mr. J. Benson's letter from
A.V.P. advising that we have had nothing further from O.W.R.C. as to
when work would commence for tunneling under fbe 401 highway for
sewage and water.

Canada Week, June 26th to July 2nd, be advertised. Carried.
Res. 84 Moved by Councillor Hoar, Seconded by Councillor Couch that
the homeowners whose property will req uire backflew preventor
valves when the Sewage System is installed be advised accord-
ing to the information received from O.W.R.C. Carried.
Moved by Councillor Couch, Seconded by Councillor Hoar that
letters from E. R. Lovekin, Russel C. Honey, Department of
Trade & Development, Chamber of Commerce, Minister of Education,
D'Arcy McKeough, Department of Municipal Affairs and the
Lions Club be filed. Carried.
Moved by Councillor Couch, Seconded by Councillor Barr that
aceeunts amounting to $46,2)).)7 be approved for payment.
Moved by Counciller Couch, Seconded by Councillor Hoar that
the reports of the Fire Department, Health Department and
Building Inspector be accepted. Carried.
The Clerk was instructed to write to the Department of Transportation
and Communication advising that two lights south of the overpass
on Mill Street South have been out for several menths and request
that they be replaced.

By-Law No. 72-), being a by-law to appoint a Building Inspector
be read a first time. Carried.
Res. 89 Moved by Councillor Couch, Seconded by Councillor Rickard that
By-Law No. 72-) be read a second time. Carried.
Res. 90 Moved by Councillor Rickard, Seconded by Councillor Hoar that
By-Law No. 72-) be read a third time and finally passed. Carried.
Res. 91 Moved by Councillor Couch, Seconded by Councillor Hoar that
the renting for and on behalf of the Corporation of a safety
deposit box at the Canadian Imperial Bank of Commerce be
coonfivrmed and thatt~he Reeve and The Clark-Treasurer be authorized

April lOth minutes of Council - continued
Moved by Councillor Couch, Seconded by Councillor Barr that
the Ontario Shorthorn Lassies of Newcastle be permitted to
conduct a Raffle Lottery in the Village of Newcastle. Carried.
Moved by Councillor Rickard, Seconded by Councillor Couch that
the Villlage purchase a Lawn Cutter from Parker Farm Service
at a cost of $525.00, plus tax. Carried.
Moved by Councillor Rickard, Seconded by Councillor Couch that
a letter be sent to the Liquor Control Board advising that
complaints have been received regarding excessive noise and
brawling at the Queen's Hotel in Newcastle. Carried.
The Clerk was instructed to write to O.W.R.C. requesting a meeting
with A. J. Fersyth and Michael Latta to bring Council up-to-date
on the progress of the Sewer and Water projects.
