MINUTES OF SPECIAL MEETING OF COUNCIL - March 6th. 1972
A meeting was held in the Council Chambers at 7.30 p.m. with members
of the Cemetery Board, W. H. Gibson, M. Paterson and D. Wright.
The Reeve and all members of Council were present: Reeve A. R.Gray
Councillors F. Hoar, F. Couch, K. Barrand Brenton Rickard.

In a letter dated February 15th, from Mrs. Sandra Lewis, Vestry
Clerk of St. Georges Anglican Church to Council, Council were
advised that a motion was carried by Vestry to turning Bond Head
Cemetery over to the Village if the Village were agreeable.
Res. 58
After discussion pertaining to the financial status of the Cemetery,
the following motion was passed:
Moved by Councillor Hoar, Seconded by Councillor Couch that the
Village make an offer of $1.00 to the Anglican Churchof Canada for
the purchase of land known as Bond Head Cemetery and described as
follows: 'being part of Blocks 52 and 53 part of unopened Fowler Street
and all of Block "D" according to C.G.Hanning's plan of the Village
of Newcastle (formerly part of Township lot 27, Broken Front Concession,
Township of Clarke) County of Durham'. Carried.
The Clerk was instructed to send a copy of the foregoing resolution
to the Rector and Churchwardens of the St. Georges Anglican Church
with a covering letter.

Moved by Councillor Couch, Seconded by Councillor Hoar that the
meeting adjourn. Carried.

At 8 p.m. a meeting of Council with Mr. E. R. Lovekin, Mr. G. C. Culham,
and Mr. Murray Paterson to discuss Planning for the Village, was held.
Mr. Roger Yates was unable to attend due to other committments but
expressed his interest if future meetingswere held.

Following discussions on Planning, it was the feeling of Council that
Newcastle should have an independent Planning Area, and the following
resolution was passed:
Moved by Councillor Couch, Seconded by Councillor Hoar that Mr. D. F.
Taylor, Director of the Community Planning Branch of the Department of
Municipal Affairs be advised that in order to facilitate immediate planning
in the Newcastle area, which is greatly advisable, the Planning should
be done by the Village alone and not in conjunction with the Township
of Clarke, as joint planning would, of necessity, slow down immediate
planning. Carried.

Moved by Councillor Couch, Seconded by Councillor Hoar that the following
be appointed to a Committee to go to Toronto to discuss Planning with
a designated member of the Planning Branch: Mr. G. C. Culham, E. R.
Lovekin, Murray Paterson and Councillor Rickard to act as Chairman of
this Committee. Carried.

Moved by Councillor Hoar, seconded by Councillor Barr that Mr. C. R.
Carveth1s resignation as Chairman of the Memorial Library Board be
accepted with regret and the Clerk be instructed towrite a letterof
appreciation to Mr. Carveth for his many years of service on this
Board. Carried.
The Clerk was instructed to reply to the letter from W. E. Rundle, Clerk'
of the Township of Darlington, advising that all members of Council would
attend the meeting re United Counties Planning on March 15, at Hampton.

meeting adjourn.
