MINUTES OF REGULAR MEETING OF COUNCIL - February 14. 1972 Meeting was held in the Council Chambers at 8 p.m. Present were: Reeve Alfred Gray, Councillors Fred Couch, Brenton Rickard, Keith Barr and Frank Hoar. Res. 2 9 Moved by Councillor Couch, Seconded by Councillor Hoar that the minutes of meetings held January lOth, 13th, 20th and February lOth be a dopted as printed. Carried. Mr. stan Gujda addressed Council with regard to a p~oposed plan of subdivision. Mr. Gujda was advised that as this property is also the site of the new well, no action could be taken by Council until the O.W.R.C. had excercised its option regarding the new well. Res. 30 Moved by Councillor Rickard, Seconded by Councillor Couch that J. L. Stonehouse be granted permission to operate a trailer park and sales outlet to be known as "Newcastle Trailer Park & Sales" on his property in part of township lot 25, Concession 1, King S~reet East, Village of Newcastle, providinz the said trailer park and sales outlet conforms with the provisions of By-Law No.799 passed by the Council of the Village of Newcastle on March 8th, 1965." Moved by Councillor Rickard, Seconded by Councillor Couch that Hambly Beverages Limited be advised that permission is granted to erecting a sign at the Tower Fish & Chip store on Mill Street North, according to the plans submitted with their letter of November 23rd, 1971. Res. 32 Moved by Councillor Hoar, Seconded by Councillor Couch that Robert Shearer's resignation from the Recreation Co~~ittee be accepted with regret and that a letter of appreciation for his services on this Committee be sent to Mr. Shearer. Carried. Res. 33 Moved by Councillor Couch, Seconded by Councillor Rickard that Edward Dwyer be appointed to the Recreation Committee to fill the vacancy of Mr. Shearer. If Mr. Dwyer is unable to accept this appointment, Miss Judy Powell will be a ppointed. Carried. Res. 31f . Carried. Moved by Councillor Hoar, Seconded by Councillor Couch that membership fee of $20.00 be sent to the Great Pine Ridge Tourist Council for 1972. Carried. Moved by Councillor Rickard, Seconded by Councillor ~oar that the capital budget of $31,300 for Hydro, submitted by Everett Jenkins, ~~naber of the Public Utilities Commission, be accepted. Carried. Moved by Councillor Hoar, Seconded by Councillor Couch that the Resolution of the Public Utilities Commission, "Moved by Irvin McCullough, Seconded by Alfred Gray that on all future residential sub-divisions agreements on ~ehalf of the municipality, the developer will be re<luired to pay to the Public Utilities Commission a Capital Contribution for the cost of the p.lectrical distribution system within the sub-division area. Carried" be approved by Council, and that a by-law be drafted for execution by Council at a later date. Carried. Moved by Councillor Couch, Seconded by Councillor Hoar that the Operating Budget for 1972 for the Water Distribution System be accepted. Carried. Res. 39 Moved by Councillor Barr, Seconded by Councillor Hoar that member- ship to the Lake Ontario Regional Development Council be renewed for 1972 and the fee of $131.39 be paid. Carried. Res. . Carried. Moved by Councillor Couch Seconded by Councillor Barr that accounts amounting to $6,492.2J be approved for payment. Carried. Res. 42 Moved by Councillor Hoar, Seconded by Councillor Couch that the reports of the Fire Department and Health Department be accepted. Carried. Res. 43 Moved by Councillor Rickard, Seconded by Councillor Couch that all vendors be notified that their licenses exoired on December 31st, 1971 and request renewal by March 1st, 1972. Carried. Res. 44 Moved by Councillor Couch, Seconded by Councillor Barr that letters from Canada }~npower, P.V.N-D.Cty BdmanfCatholic Separate School Board and Custom Glass be received and filed. Carried. Res. 45 Moved by Councillor Hoar, Seconded by Councillor Couch that By-Law 72-1, being a by-law to authorize the borrowing until taxes are collected, be read a first time. Carried. . Moved by Councillor Couch, Seconded by Councillor Hoar that By- Law 72-1 be read a third time and finally passed. Carried. Moved by Councillor Couch, Seconded by Councillor Hoar that By-Law 72-2, being a by-law to provide that in the year 1972 a levy be made~fore the adoption of the estimates for the year, be read a first time. Carried. Moved by Councillor Rickard, Seconded by Councillor Bsrr that By- Law 72-2 be read a second time. Carried. Moved by Councillor Hoar, Seconded by Councillor Couch that By- Law 72-2 be read a third time and finally passed. Carried. Mo~ed by Councillor Hoar, Seconded by Councillor Barr that William Storks be appointed as Newcastle's representative to the Memorial Hospital Board for the period March 1972 to l~rch 1973. Carried. Moved by Councillor Hoar, Seconded by Councillor Barr that Mervin Allison's application for the position of Building Inspector be accepted, and that an ad be Placed in the local newspaper advising of his appointment. Carried. Due to several matt&rs of importance requiring Council's attention, a special meeting of Council was arranged for Monday, February 21st at 7.30 p.m. Res. 53 Moved by Councillor Couch, Seconded by Counctllor Hoar that the meeting adjourn.
