HomeMy WebLinkAbout11/08/1971 .- Res.456 Res .457 . Res .458 MINUTES OF REGULAR MEETING OF COUNCIL - November 8th, 1971 Meeting was held in the Council Chambers at 8 p.m. Present were: Reeve D. J. Cunningham, Councillors Frank Hoar, Fred Couch, Alfred Gray and Margaret Brereton. Moved by Councillor Hoar, Seoonded by Councillor Couch that minutes of meetings held Ootober 14th, 20th and 27th be adopted as printed. Carried. Moved by Councillor Couch, Sevonded by Councillor Gray that Mr. Jack Jacobsen be granted permission to separate a parcel of land 164 feet by 150 feet oontaining approximately one-half acre in parts of lots 3 and 4, Block Q, King Street West, subjeot to the approval of the Department of Municipal Affatrs. Carried. Two residents of Westview Heights subdivision approaohed Council requesting that street signs be erected to indicate Sunset Blvd. and Lakeview Road. Council agreed that this was a neoessity and would be looked after in the near future. Mr. Dick Biersteker requested Council to repair a culvert on Mill Street North. The Reeve will inspect the site and look after the repair of this culvert. Moved by Councillor Gray, Seconded by Councillor Hoar that the Art Galleries of Ontario be granted permission to sell tickets' in the Village. Carried. A letter from E. R. Lovekin with respect to property owned by Jack Voutt was read to Council. Council were referred to a Resolution of Council in January 1961 respecting the property involved. ~llrther details will be discussed before Council's decision is reached. Res.459 Moved by Councillor Gray, Seconded by Councillor Brereton that Council submit applications for the Provincial-Municipal Incentive Programme and, if not taken up by a local service club, also apply for the Federal-Municipal Incentive Programme, the projects tobe discussed at the December meeting. Carried. The Clerk was instructed to reply to a letter from the Ganaraska Conservation Authority, advising that Newcastle's allocation for 1972, 1973 and 1974 with respect to the aoquisition of the Heiman Bamsey property on Rice Lake will be raised by taxation. ix The Clerk was instructed to make copies of a draft by-law for sewer-use from O.W.R.C. for distribution to the Council members before the December meeting. . Moved by Councillor Gray, Seconded by Councillor Couch that John Rickard be advised that as sewers will not be available to the land in question, Council do not wish to withold permission for building lots at this time." Moved by Councillor Gray, Seconded by Councillor Hoar that the resignation of Charles Crowther as Secretary of the Arena Management Board be aocepted with regret and that Mr. Crowther be advised of Council's appreciation for his years of service on this Baord. Carr'd. A letter from Walter Hale respecting municipal garbage collection was read, the Clerk was instructed to reply to Mr. Hale's letter advising that Council did not expect to deal with municipal garbage collection until next year. - Moved by Councillor Gray, Seconded by Councillor Couch that Council agree to the plan of subdivision dated September 1960 owned by H. S. Graham, ~ing part of lot 27, Conc. 2, Village of Newcastle, which draft plan was approved by the Minister of Municipal Affairs on Dec- ember 6, 1961 (file No. 14755) subject to the conditions and amend- ments as set out by the Minister. Plan 660 consisting of lots 1 to 31 inclusive, being the southerly pWDtion of the Plan, was approved by the Minister on May 24, 1962 and registered on June 6, 1962. An Agreement, pertaining to the northern portion of the Plan, is to be drafted subject to the subdivider receiving permission from the Minister to register this northerly portion of the original plan. Moved by Councillor Hoar, Seconded by Councillor Gray that the reports of the Fire Department, Building Department and Health Department be accepted. Carried. Moved by Councillor Couch, Seconded by Councillor Gray that By-Law 71-19 being a by-law to provide for the inspection and approval of building lots in respect to their suitability for the install- ation of private sewerage systems be read a first time. Carried. Moved by Councillor Hoar, Seconded by Councillor Brereton that By-Law 71-19 be read a second time. Carried. Moved by Councillor Gray, Seconded by Councillor Brereton that By-Law 71-19 be read a third time and finally passed. Carried. Moved by Councillor Brereton, Seconded by Councillor Hoar that By-Law 71-22 being a by-law to pnivide for the participation of the Village of Newcastle Fire Department in County Mutual Aid be read a first time. Carried. Res.469 Moved by Councillor Gray, Seconded by Councillor Couch that By-Law 71-22 be read a second time. Carried. Res.470 Moved by Councillor Hoar, Seconded by Councillor Brereton that By-Law 71-22 be read a third time and finally passed. Carried. The Clerk was instructed to write Mr. Stan Gujda instructing him to remove the culverts installed by himself in Orchard Heights Subdivision contrary to By-Law 68-9, enclosing a copy of the by-law for his information. A copy of the by-law is to be sent to Mr. Vierhout, the Building Inspector, as well. Res.47l Moved by Councillor Gray, Seconded by Councillor Brereton that the Qouncil of the Village of Newcastle advise Bell Canada that they oppose, in whole, their applications for increases in rates.Y' Carried.
