MINUTES OF SPECIAL MEETING OF COUNCIL - October 27th, 1971
-e-1"!eeting was held in the Council Chambers at 8 p.m.
This was a joint meeting of Newcastle Council with the Township of Clarke
Council and Mr. E. A. Gomme, Head of the Administration Division of the
Planning Branch, Department of Municipal Affairs.
Present were: Newcastle Council: Reeve D. J. Cunningham
Councillor Frank Hoar
Councillor Fred Couch
Councillor Alfred Gray
Councillor Margaret Brereton
Township of Clarke Council:
Reeve J. W. Stone

This joint meeting of the two Councils was requested by the Planning Branch
of the Department of Municipal Affairs before a decision was made by the
Department to designate Newcastle as an'independent planning area'.
Reeve Cunningham opened the meeting by welcoming Mr. Gomme and the Reeve
and Councillors of Clarke Township, turning the meeting over to Mr. Gomme.
Mr. Gomme explained the concept of joint planning areas, answering the
many questions put to him by the two Councils. It was agreed by both
Councils that they would await further information from Mr. Gomme after
he has talked with the Planning Consultants of both municipalities as
to the feasability of combin~ng the almost completed official plan of
Clarke Township with the proposed official plan of Newcastle. A further
meeting will be arranged at a later date.
This meeting was adjourned by Reeve Cunningham who thanked Mr. Gomme and
the Township of Clarke Council for their attendance.
A short meeting of Newcastle Council followed to deal with general
business.

Res. 451 Moved by Councillor Cough, Seconded by Councillor Hoar that
By-Law 71-21, being a by-law to provide for the establishment
and regulations of a Volunteer Fire Department, be read a
first time. Carried.
Res. 452 Moved by Councillor Gray, Seconded by Councillor Brereton that
By-Law 71-21 be read a second time. Carried.
Res. 453 Moved by Councillor Hoar, Seconded by Councillor Couch that
By-Law 71-21 be read a third time and finally passed. Carried.
Res. 454 Moved by Councillor Gray, Seconded by Councillor Couch that
Council petition for Interim Subsidy on Road Expenditures from
January 1, 1971 to October 29th, 1971. Carried.
Res. 455 Moved by Councillor Brereton, Seconded by Councillor Couch that
the meeting adjourn. Carried.
