MINUTES OF REGULAR COm~CIL MEETTIiG - APRIL 12, 1971.
Meeting was held in the Council Chamber at 8 p.m.
Present were Reeve D. J. Cunningham, Councillors Margaret Brereton,
Fred Couch, Alfred Gray and Frank Hoar.
Moved by Councillor Brereton, seconded by Councillor Hoar that Mrs. G. Gray
be appointed Acting Clerk in the absence of Mrs. Jean McCullough. Carried.
Moved by Councillor Couch, seconded by Councillor Brereton that minutes of
meetings held March 8, 16 and 27 be adopted as read. Carried
Mr. R. B. Rickard addressed Council on behalf of the Newcastle Lions Club
regarding suggested projects to be under taken by the Club in Newcastle. The
Clerk was instructed to advise the Club that the order of preference of the
~projects is: 1. Fixing up Westview Park Area.
2. street names and numbers.
Mr. Ed Barchard addressed Council regarding the unopened street allowance for
Church Street, south of Toronto street and was advised to put the road in good
condition and the Village would maintain it.
Moved by Councillor Couch, seconded by Councillor Gray that the Clerk write a
letter to Mr. Leo DeMooy instructing him to remove his garage from the road
allowance on Church St. Carried.
Moved by Councillor Gray, seconded by Councillor Brereton that Mr. Thos. Greer
be given permission to build a second house on the front of lot 'A', unnunbered
Block, on the east side of North Street subject to the building by-laws, and
provided he had a driveway on his own property, included an agreement never
to separate the property and that the house presently on this lot be improved
to the satisfaction of the building inspector before the second house is sold
or lived in. Carried.
Mr. William Carman, Trustee of the Northumberland-Durham County Board of
Education, spoke to Council about the rise in the requisition to the Village
for 1971.
Moved by Con. Gray, seco~ded by Con. Couch that the resignation of Mr. E. Dwyer
from the Recreation Committee be accepted with regret and a letter be sent to
Mr. Dwyer thanking him for his service on the Committee. Carried.
Moved by Con. Gray, seconded by Con. Brereton that Councillor C~uch investigate
the need for a street light on James street as requested by Mr. J. Verbeek,
and given power to act. Carried.

Letters from Miss C. Steward, regarding the Clarke Township Museum, United
Counties re the County Rate for 1971, Liquor Control Board, and Ontario Branch
of the Canadian Institute on Pollution were received and filed.
Moved by Con. Brereton, seconded by Con. Couch that the Clerk write to the
United Counties advising that the Village does wish to participate in the
Provincial-Municipal Employment Incentive Program for 1971. Carried
Moved by Con. COUCh, seconded by Con. Gray that Mrs. J. R. Wright be given
permission to separate two parcels of land from Lot 28, Con. 1, Village of
Newcastle described as follows:
1. O~e parcel approxj~ately 162' x 132' at the corner of Baldwin and Clarke
Streets and being comprised of all of lots lo. 49 and 50, Block 35 registered
UL~der the Hanning Plan. Lot 49 is approximately 162' facing Clarke Street
by 66' facing Baldwin St. Lot 50 is the same size, adjacent to and immediately
south of lot 49.
2. One parcel approximately 162' x 93' facing Baldwin St. and being comprised
of all of lot 51, 66' x 162' and part of Lot 52, being 27' x 162' Block 35
as registered under the Hanning Plan. Lot 52 is adjacent to and immediately
south of Lot 51. Carried.

Letter of thanks was read from Mrs. Glenholme Hughes and family.
Moved by Con. Hoar, seconded by Con. Brereton that the Canadian Cancer Society
be permitted to canvass the Village between April 26 and April 30. Carried.
Moved by Con. Couch, seconded by Con. Gray that accounts amounting to $48,061.86
be approved for payment. Carried.
Moved by Con. Hoar, seconded by Con. Couch that reports of the Fire Department,
Health Department, Memorial Hospital and a nil building report be accepted and
filed. Carried.
The Clerk was instructed to write to the Game Warden, Douglas Powell of Orono
requesting that he investigate complaints regarding smelt fishing at Newcastle Beach.
Moved by Con. Couch, seconded by Con. Hoar that By-law 71-11 being a by-law to
amend by-law 71-10 be read a first time. Carried.
Moved by Con. Gray, seconded by Con. Brereton that by-law 71-11 be read a
second time. Carried
Moved by Con. Hoar, seconded by Con. Couch that by-law 71-11 be read a third
time and finally passed. Carried
Moved by Con. Gray, seconded by Con. Brereton that application be made to the
Minister of Municipal Affairs requesting the definiti~nl of the Village of
j\ewcastle as a Planning Area. Carried
Moved by Con. Brereton, seconded by Con. Hoar that Merril Henry be hired as
By-law Officer, Weed Inspector, and Trench Inspector at a sum of $450.00 per
year. Carried.
Moved by Con. Gray, seconded by Con. Hoar that Mrs. George Buckley be asked
to serve on the ~ewcastle Memorial Library Board. Carried.
Moved by Con. Brereton, seconded by Con. Couch that a letter be written to
Chief, Aids to "avigation, Department of Transport, Marine Services, Ottawa, Onto
stating that the CCUQcil of the Village of ~ewcastle is in agreement with the
~proposed plan for dredging the old canal, as submitted by Mr. Scott Fennell.
Carried.
M"ved by Con. Gray, seconded by Con. Couch that permission be granted to
the Hockey Mothers Association to hold a 50-50 Draw in 0ewcastle. Carried.
Moved by Con. Couch, seconded by Con. Brereton that approval be given to
Ruby Murray and James Murray to separate a parcel of land on the east side
of Beaver street as shown on survey submitted by E. R. Lovekin. Carried.
Moved by Con. Gray, seconded by Con. Brereton that the Clerk be instructed to
prepare notice of application for by-laws 71-19 and 71-11 to be sent to
all property owners within the holding By-law area and adjoining properties as
required by law. Carried.
Moved by Con. Brereton, seconded by Con. Gray that the meeting adjourn. Carried.
