Review for Non -Union Staff
On December 31st, 1978 the Federal Anti -Inflation Guidelines as they
affect non-union personnel are no longer in effect in Newcastle and
we feel that a review of the past two years regarding salary reviews
is in order.
In early 1977 Council became concerned with policies and salary scales
for its non-union employees and hired the firm of Currie, Cooper to
assist in negotiation and preparation of A.I.B. forms for submission
to the Federal Government. Council also engaged the firm of Stevenson
Kellogg Limited for the purpose of carrying out an organization review
and to introduce a salary administration plan for non-union employees
as part of their review process, (report is attached for your information).
Salaries for 1977 were based on a recommendation from the firm of
Currie Cooper and in January 1978 a further salary review was carried
out using the information supplied by Currie, Cooper, Stevenson
Kellogg and from the Association of Municipalities of Ontario,
(see survey attached as schedule "A").
From the various sources of information a proposed salary range for
1978 was implemented and salary adjustments were based on the guidelines
set down by the Anti -Inflation Board for each of the groups. The
salary ranges as approved by Council did cause some problems due
to the A.I.B. guidelines as some of the employees in groups III and
IV were below the minimum for the job classification and in fact in
some cases below the wage rates for union employees working in the
same departments. In all such cases Council made application to the
Anti -Inflation Board to try and rectify this situation and in only
one case were they successful.
At this time we would recommend that the salary administration plan
proposed by Stevenson & Kellogg in 1977 be reviewed as it is our
feeling that it presents a fair method of determining "job worth"
and gives Council a working policy tool. Each year in December the
Town Manager should provide the Council with a recommended percentage
increase for the salary schedule. This would allow Council to
determine fairness of their salary administration policy and to ensure
that we are competitive, but not out of line with local industry and
other municipalities within the region.
Given the changes in the organization structure within the past eighteen
months since the report of Stevenson and Kellogg was presented to
Council we felt new job fact sheets should be prepared for non-union

staff and the ladder chart be reviewed. This information is contained
in Schedule "B" attached based upon the approved 1978 salaries. if
Council adopts this Salary Administration Policy it can be adjusted
for 1979 based'"on`a percentage increase. For purposes of this discussion
we used a rate of 5% which is shown on Schedule "C" attached.
In the past no formal method of salary management has been exercised
by the Municipality and salary increases were based on information
received from other municipalities without looking at the actual
job content of the jobs in each municipality. With the method we
are proposing we can look at each job and evaluate its worth in
this municipality and offer a fair and equitable salary range for our
employees.
To give Council a fair idea of how the present system is performing
as compared to the recommended salary schedule we up -dated Table 3
of the Stevenson and Kellogg report and this information is contained
in Schedule "D".
