SUBJECT: Transfer of Staff
During the past few weeks we have been upgrading the Planning Department
in accordance with the report approved by Council and to this end, a notice
was sent in accordance with the Union Contract that the position of Clerk
Typist in the Building Department was being phased out and this would result
in the reduction of the work force.
The Union has countered that this position should not be phased out as there
is a need for this position within the municipality and would eliminate the
need to hire temporary staff on a regular basis in the Clerk's and Treasurer's
Departments during the year.
In reviewing the need of temporary help within the Clerk's and Treasurer's
Departments it was the feeling if the person displaced in the Planning
Department was moved to the Clerk's Department as a Clerk -Typist and Jr.
Cashier she could provide secretarial service to the Treasurer, By -Law
Enforcement Officer and Fire Chief. Also provide relief on the switchboard,
type summonses and count cash for the Parking Enforcement Officer, as requested
in Mr. Simpson's report and also provide relief in Departments during the
year while people are on vacations.
During the year,vacation time accounts for the loss of 26 working weeks
which puts a strain on the operations of the Departments which is partially
compensated by the utilization of temporary employees which could be eliminated
by the transferring of this position. This would also eliminate the need for
hiring temporary help for the By -Law Enforcement Officer which was previously
approved by Council. ,
We would recommend that the position of Clerk -Typist be transferred to the
Clerk's Department from the Planning Department and that no further hiring,
adjustments or rearrangemIents be made of staff for the balance of this year
with the exception of replacement of, existing staff and the draftsman for
the Planning Department.
