Cuiler, Town Manager DATE: June 7th, 1978 SUBJECT: Resolution IIFA-419-78 "That Mr. Caruana be asked to submit grievance to the Town Manager in writing and that the Town Manager be asked to submit a detailed report to the next meeting of the Committee." On February 7th, 1977 the. Director of Parks and Recreation made a verbal report to the Community Services Committee regarding the appointment of _. Mr. Caruana to the position of Deputy Director and by resolution this matter. was referred to the Personnel and Property. Committee (Confidential Report of Community Services Committee dated Febr ary 7th,.:1.977,attached 111). This recommendation was reviewed by the Personnel and Property Committee on March 4` , 1977 (see resolution attached li2). From what is contained in the written minutes of the two Committees one would wonder if any consideration was given to a salary increase for Mr. Caruana. No mention was made of nn increase for the Deputy Director untilthe report of Currie Cooper was received on May 11th, 1977 that indicated this position should receive a salary of $13,300.00 for the year. On May 21st, 1977 Personnel Committee passed the resolution contained in, item 113 attached,approving the increases as recommended. it Is at this point I feel that the Consultant did not properly advise Council that the position of Deputy Director of Parks and Recreation was excluded for A.I.B. purposes as it was a new position created after the be of the guideline year. On August 12, 1977 Personnel and Property Committee instructed the Consultant to ask. the A.I.B. for special consideration regarding the . following groups and a. copy of the letterfrom.LhV consultant to the A.I.H. is attached as item 114 to this report. You will note in this letter that the consultant dealt with four groups and did not deal with individuals such as the Deputy Director. On November 17th, 1977 the Committee received a letter from the A.I.B. advising that no.special consideration would he given to the groups and again by resolution PP -286-77 November 17th, 1977 committee requested that an appeal for reconsideration be made. On January 24th, 1978 the Clerk received the attached letter (115) from A.I.B. which states they have found no justification for a change in the earlier Anti -Inflation Board decision released In thulr letter of November 9, 1977. r" _2_ The Instructions to thy consultants during the wholo process dealL with group compensations and did not deal with any iedividuals and I must agree with the concerns expressed by Mr. Caruana that -hip; individual case was not dealt with correctly. In February of. 1978 Mr. Caruana contacted Mr. Allan Lawrence M.P., Northumberland -Durham and Mr. Lawrence wrote to the A.T.B. on Mr. Caruana's behalf and to this point neither the Town nor Mr. Caruana has received any further information from Mr. Lawrence on the A.I.B. RECOMMENDATION I would recommend to Committee that I be authorized to make a further submission to the Anti -Inflation Board setting out the errors contained in the 1977 submission to the Board and request that the position of Deputy Director of Parks and Recreation be excluded as it was a new position created during the guideline year of 1977 and, therefore, exempt from the guidelines.
