Guiler DATE: March 8, 1978 SUBJECT: SALARY RANGE REVIEW AND PERSONNEL POLICY FOR NON UNION STAFF In early 1977 Council became concerned with policies and salary scales for its non-union employees and as part of the terms of reference given to Stevenson & Kellogg they were requested to prepare a report and this was filed with Council in July of 1977. In 1977 Council also hired the firm of Currie Cooper to assist in negotiations and preparation of a salary review for non-union staff and this was used for 1977 salary increase to staff. At this point in time, Council has not established a salary scale for its non- union employees and it is to this end I have prepared the attached information: Schedule (A) 1. - is a review of salary range proposed by Stevenson & Kellogg, Currie Coopers and information supplied to us by the Association of Municipalities of Ontario. Schedule (A) 2. lists the municipalities used for the purpose of this report. Schedule (A) 1. also shows the average salary ranges for the positions as listed using the figures as supplied from the three sources bearing in mind that the A.M.O. information shows those positions marked with an.asterib.k are union positions and are negotiated under Union Contracts or the position is non- existent in the municipalities reviewed. Schedule (b) 1 & 2 show two alternatives which could be considered by Council for salary ranges or there is a third alternative as recommended in the Stevenson & Kellogg report. It is my opinion that the third alternative is too restrictive as it states the actual increases which can be expected by the employee as he reaches the time as set out in the schedule with little regard to merit increases for work performed. Alternatives 1 and 2 allow Council this flexibility. -2 - Also included in Schedules B 1 & 2 is a proposed salary range for 1978 and this is based on a 5% increase to the minimum and maximum 1977 average range. In most cases within the 1977 Average ranges, salaries were equitable and in a few cases Council tried to bring employees into a range but were unable to do so because of A.I.B. limits and special consideration will have to be given in 1978 to those employees. In setting 1978 salary ranges, Council will also have to give consideration to policy relating to the overtime of the Works Foremen. In discussing this matter with other municipalities, these persons are in the Unions and receive additional compensation for overtime worked. I am cautioning Council at this time that if we do not give consideration to this particular matter, we could possibly see an application from the foremen to join the Union and from past experience they could be successful before the Labour Relations Board as they do not have the right to hire and fire. - Another area of concern is the full time firefighters. With.:the addition of the Courtice Fire Hall it is becoming apparent that we may not be able to man the station on a 24 hour basis with volunteers and if the Municipality is required to hire additional staff, you can be sure the Ontario Firefighters Association will be asking for Certification.
