MINUTES OF SPECIAL MEETING OF COUNCIL - FEBRUARY 1st. 1971
.
Meeting was held in the Municipal Office at 8 p.m.
Present were: Reeve D. J. Cunningham, Councillors F. Hoar, F. Oouch,
A. Gray and M. Brereton.
Moved by Councillor Oouch, Seconded by Oouncillor Gray that
Donald Lake be granted permission to separate 66' by 1)21 being
part of lot 68 and part of lot 69 in Block 19, Beaver Street
South in the Village of Newcastle. Carried."
Res. 276 Moved by Councillor Gray, Seconded by Councillor Hoar that
By-Law No 71-7, being a by-law with respect to a sewage rate
under Section 16a and 42(6) of the Ontario Water Resources
Commission Act, be read a first time. Carried.

Res. 277 Moved by Councillor Couch, Seconded by Councillor Brereton that
By-Law No 71-7 be read a second time. Carried.
Res. 278 Moved by Councillor Brereton, Seconded by Councillor Gray that
By-Law Ho 71-7 be read a third time and finally passed. Carried.
This by-law was passed subject to the approval of the Ontario
MuniCipal Board.
Moved by Councillor Gray, Seconded by Councillor Brereton that
By-Law No. 71-8 being a by-law with respect to a sewage rate
under Sections 16a and 42 (6) of the Ontario Water Resources
Commission Act, be read a first time. Carried.

By-Law No. 71-8 be read a second time. Carried.

By-Law No. 71-8 be read a third time and finally passed. Carried.
This by-law was passed subject to the approval of the Ontario
Municipal Board.

By-Law No. 71-6, being a By-Law to amend by-law 70-) regarding
pre-levies for 1971 be read a first time. Carried.

By-Law No. 71-6 be read a second time. Carried.

By-Law No. 71-6 be read a third time and finally passed. Carried.

The Clerk was instructed to reply to a letter from Bell Canada
advising them that Council approve of the proposed plan for an
extension to the existing building on Mill Street North, also
advising them that the Village ~~ will have a Sewage System
in operation by late 1972 or early 197) at which time they will
be required to connect to this system.
Moved by Councillor Gray, Seconded by Councillor Brereton that
approval be granted to Bell Canada to their application for
an extension to their building on Mill Street North. Carried.
Moved by Councillor Brereton, Seconded by Councillor Gray that
the Clerk and the Clerk's Assistant be given a 6% annual increase
in salary, retroactive to January 1st, 1971. Carried.
The Clerk was instructed to write to Mr. ~all of the Reporter
regarding his account for advertising the sewage rates, asking
if there could not be a reduction in charges due to errors which
appeared in two issues, namely December 2)rd issue and December
)Oth issue.
