Date: SEPTEMBER 23, 1996 Res. # Report #:ADMIN-27-9fi1e #: By -Law # Subject: FIRE/COURT BUILDING USE - 132 CHURCH STREET, BO LLE Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report No. ADMIN -27-96 be received for information. 1.0 BACKGROUND: 1.1 On March 21st, 1996 a meeting was held with the "youth representatives" to inform them of Council's direction with regard to a proposed Youth Centre in the Old Fire Hall building (132 Church Street, Bowmanville). 1.2 The Chief Administrative Officer informed the representatives that the former Fire Department apparatus bay and lower floor area was being offered to the Youth for use with no charge for rent or utilities. The Youth Centre would be solely responsible for the day to day operation as well as any minor cosmetic improvements ie. painting, etc. 1.3 A site meeting was arranged on April 11th, 1996 with representatives from both groups in attendance. 1.4 On May 28th, the Clarington Youth Committee submitted a letter to staff with questions regarding expectations, expected terms and conditions etc. Staff responded to the Youth Committee requesting information on the proposed program etc. in order that a draft agreement could be prepared. This information has not been received due to the fact of summer holidays etc. 1.5 Staff have continued to review the existing building layout and design as it relates to the proposed Youth Centre and the Ontario Building Code. This preliminary review has been completed and several modifications will need to be incorporated into the building design if ../2 RECYCLED PAPIER PAPER RECYCLE 1209 THIS IS PRINTED ON RECYCLED PAPER REPORT ADMIN -27-96 - 2 - SEPTEMBER 23, 1996 a Youth Centre is to be established. Note, modifications would be necessary for any proposed tenant arrangement since the existing use was limited in terms of occupancy. 1.6 The modifications identified include: a) Ramp access to main entrance; b) Installation of washroom facilities; C) Improved ventilation; and d) Improved fire safety equipment. 1.7 Funds are available through the 1995 Capital Budget and the Canada Ontario Infrastructure Program in the amount of $ 70,137.00 of which two thirds (2/3) is financed from Canada Ontario Infrastructure Program as identified in Account 7023-00000-0501. 1.8 Unless otherwise directed by Council, building modifications will not commence until an agreement is in place for the use of the former Fire Hall building.
