Recommendations:
It is respectfully recommended that Council recommend the following.-

1. THAT Report No. ADMIN -25-96 be received for information.
1.0 BACKGROUND:
1.1 In October of 1995 the Province of Ontario announced that it intended to sell the Orono
Forestry Centre. As of July 1996 the property has been vacated and turned over to the Ontario
Realty Corporation who is charged with the responsibility of selling this provincial asset. At a
Special Meeting of Council held July 29, 1996, Council passed the following resolution (#C-638-
96):
"WHEREAS the Province of Ontario has made it known they will be disposing of the Orono
Tree Nursery lands through public tender;
NOW THEREFORE BE IT RESOLVED THAT the Municipality of Clarington advise the
Province of Ontario that the Municipality wishes to be kept updated on the disposal method
and all related events and that the Municipality be given the first right or refusal; and
THAT a copy of this resolution be forwarded to Chris Hodgson, Minister of natural Resources,
John O'Toole, MPP, and Henry Sissons."
1.2 Pursuant to Resolution #C-638-96, on Thursday September 12, 1996 the Chief Administrative
Officer, the Property Manager and the Acting Economic Development Officer met with
representatives of the Ministry of Natural Resources and the Ontario Realty Corporation to
discuss the Orono Forestry Centre. This report is intended to advise Council of this site's
current status and the disposal process that will be implemented.

2.0 THE PROCESS:
2.1 The representatives of the Ministry of Natural Resources have stated that the Province will be
selling the production lands (western border of the property) and the parcel of land which
includes the existing buildings and infrastructure. Provincial assets (eg. equipment) will also be
sold but it will either be negotiated with one of the land sales or by a separate process. The
forested lands (in the neighbourhood of 1,000 acres and includes the creek and valleylands) will
be retained by the Province however, they will not be "actively" managed.
2.2 To dispose of the identified properties (see attached maps -original aerial is available from the
Economic Development Office) the Ontario Realty Corp. will approach other provincial
Ministries to determine whether or not they have an interest in retaining all or portions of this
site. This inquiry has been initiated and it is believed that the indication of interest, if any, will
be known by the middle of October. Should there be no interest expressed then the Ontario
Realty Corp. will then approach the Municipality of Clarington to determine what interest, if
any, exists relative to the property. Please note that should interest be expressed by another
provincial Ministry, discussions with that Ministry must be concluded before the Municipality
is approached.
2.3 If the Municipality does not egress an interest in purchasing the Orono Forestry Centre the
Ontario Realty Corp. will then proceed to initiate the selling of this site to private interests.
The process to be used will be one of three options: a local real estate agent will be asked to
facilitate the sale; the property will be sold by public auction; or the property will be sold by
public tender. It is most likely that the third option will be the one exercised. In order to sell
the property, an appraisal is to be carried out by an external agency for the Ontario Realty
Corporation. This appraisal will enable the Province to establish the selling price of the Centre.
The appraisal is to be initiated the week of September 16, 1996. The representative of the
Ontario Realty Corporation used the term "fair market value" as a key theme to the selling of
the property throughout the meeting.
3.0 SUMMARY:
3.1 The Orono Forestry Centre has been the subject of significant community interest and it has
been a difficult procedure to determine how the Province was going to dispose of it. It should
be noted that the Municipality's Official Plan and Zoning Policies will dictate future allowable
use of the land once it is sold. The Province has indicated that it will not retain any interest
in the property beyond the identified forested lands and a small parcel (unidentified at this
point in time) to be retained for the purpose of continued research by the Fisheries Unit. The
