Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee recommend
to Council the following:
1. THAT Report No. ADMIN -15-96 be received for information.
1.0 BACKGROUND:
1.1 The Municipality of Clarington invited proposals for the construction of an OlderAdult Centre
in the Bowmanville area last Fall. Staff presented a report (ADMIN -34-95 Attachment #1
December 4, 1995 which recommended a preferred proposal and to negotiate an Agreement
and to report back to Council. This report was approved in principle conditional upon
recommendations coming back addressing all financial aspects of the proposed Centre. The
Older Adults Committee attended the March 4th General Purpose and Administration meeting
to present their operational budget. Staff, in Report TR -16-96, identified alternatives to assist
the Older Adults Committee. This was approved at the Council meeting of March 11, 1996.

1.2 Staff met with representatives from Vanstone Mills Inc. and the Older Adult Centre to finalize
floor details etc. The Older Adult Centre Committee met on various occasions to review
specific interior building details as it relates to their program and especially the kitchen design.
As a result of the many meetings, the Committee endorsed the interior building layout plans
(Attachment #3) at a meeting of Monday, June 10, 1996 as presented by Vanstone Mills Inc.
1.3 For your information, the following additions were made to the as original proposal requested

by the Committee:
a) Parking spaces increased from 30 to 60 spaces.
b) Elimination of underground parking to accommodate two unfinished program areas.

C) Re -design of kitchen and cafeteria to meet the needs of an active catering program by
the Older Adults.
d) Decrease in driveway grading to 7.5% from original 10%.
e) Improved entrance at Scugog Street.
f) Increased land area of 2810 m2 to 4280 m2.
g) Increased finished- areas on middle level.
1.4 The recommended interior layouts consisting of street, valley and middle levels are attached for
your information and review.
2.0 EXTERIOR:
2.1 The site plan has been reviewed by Planning, Public Works, CLOCA and the Older Adults
Committee. Areas of discussion focussed on the slope of the driveway, maintenance standards,
parking lot size, etc. Special consideration to the uses of this building was given throughout the

design process. Final comments are forthcoming from Public Works and CLOCA as it relates
to grading plan. The ownership and maintenance of the driveway will be detailed in the
Agreement.
3.0 AGREEMENT:
3.1 The Committee and staff have fulfilled their mandate as to the review process of the building
plan. As Council is aware, the development of the site is to be on a turn key basis. The design
and construction will be completed entirely by the proponent. When the centre is finished, and
meets the approval of the Municipality, the proponent and the Municipality shall exchange cash
for keys and the Municipality shall become the sole owner of the Centre.
4.0 PROCESS:
4.1 If Council approves, the Solicitor will continue to prepare the terms of the Agreement and
present back to Council to execute the appropriate by-laws hopefully before Council recesses
for the Summer. When the Agreement is signed, Vanstone Mills Inc. willroceed with working

drawings and will present to the Municipality for their review and approval. Once approval is

given, Vanstone Mills Inc. will commence with site . develo mentBuilding Construction could

start in September with official opening the Spring of 1997 anticipated.

PROPOSAL CALL FOR OLDER ADULT CENTRE
Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report ADMIN 34-95 be received;
2. THAT the selection committee be authorized to negotiate an agreement with
Vanstone Mill Inc. and to report back to Council.
1. BACKGROUND:
1.1 Council has earlier authorized the Chief Administrative Officer to proceed to
discuss with various property owners as to their interests in building an Older
Adult Centre for the Municipality. As a result, discussions were held with
representatives of Vanstone Mills Inc., Windleigh Development Inc: and Jourdan
(1100719 Ontario Limited). All three companies expressed an interest and all
___requested the opportunity to bid on the project.
1.2 As a result, a proposal call document was drawn up by staff and all three parties
were invited to bid on the proposed Older Adult Centre.

2. THAT one million dollars from the Impact/Escrow Reserve Fund be set aside in a
Reserve Fund to be called "Clarington Older Adults Centre Reserve Fund" and
retained as the principal amount;
3. THAT interest earned on an annual basis accrue to the Clarington Older Adults
Centre Reserve Fund;
4. THAT interest earned in the Fund may be requested, and if approved by Council
through the annual budget process is to be used for the sole purpose of helping to
offset operating costs associated with the Clarington Older Adults Centre on an
interim basis;
5. THAT on an annual basis,, in conjunction with budget deliberations, the operating
viability of the Older Adults Centre be reviewed and when deemed to be self-
sufficient, or after a five (5) year period (2001), whichever is earlier, the principal
value of $1 million be transferred back to the Impact/Escrow Fund with any funds
uncommitted at that date;
6. THAT the Clarington Older Adults committee be informed of Council's decision;
and
7. THAT the attached By -Law to establish the reserve fund be approved.
