REPORT OF THE GTA TASK FORCE - MUNICIPAL RESPONSE -
STATTIS REPORT
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. That Report ADMIN. 4 - 96 be received; and
2. That the firm of Deloitte & Touche be requested to present their analysis of the
Report of the GTA Task Force to the General Purpose and Administration
Committee meeting of March 4, 1996.
Background:
1.0 At its meeting on January 22, 1996, by Resolution #GPA -42-96, Council directed the
Chief Administrative Officer and appropriate Staff, in conjunction with the firm of
Deloitte & Touche, to review the Report of the GTA Task Force and the financial
implications of that Report, and of withdrawing from the Greater Toronto Area in
light of the recommendations contained in the GTA Task Force Report.
2.0 The Chief Administrative Officer and the Treasurer met with the auditors as recently
as Thursday, February 15th 1996 to determine the status of their analysis and report.
2.1 Deloitte & Touche have had significant difficulty getting the factual data used to
generate models referred to in the GTA Report. This information is important
because these models were used as the basis for making many of the
recommendations in the GTA. Report. After numerous attempts, they were finally
able to get the disc containing the information on Wednesday, February 14th from
the Office of the Greater Toronto Area. This has caused a delay in producing their
financial analysis report.

It appears that the Ministry of Municipal Affairs and the Office of the GTA were
only provided the information supporting the GTA report as late as Thursday,
February 8th 1996.
2.2 In their review of the information available to date, including the GTA report itself,
Deloitte & Touche have generated a number of critical questions. These questions
may be answered by the working model information contained on the disc. However,
if the answers are not forthcoming from the information provided, they will only be
able to state this after having had an opportunity to review all the appropriate
backup. This will take a minimum of two weeks due to the complexity and volume
of the data.
3.0 It is therefore recommended that the firm of Deloitte & Touche be invited to
present their findings to the General Purpose and Administration Committee
meeting of March 4, 1996.
