Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That Addendum to Report ADMIN 1 - 96 be approved,.
REPORT:
On January 8th 1996, the General Purpose and Administration Committee will be
dealing with Report ADMIN. 1-96 regarding the Budget Restraint Program for 1996.
As explained, the recommendations in this Report, should they be approved, need
to be in place by February 1st 1996 to allow staff to bring forward a 1996 budget
that would see a zero increase, in . spite of the 'cutbacks in Provincial transfer
payments. In order to accommodate public input *into this process, it is
imperative that we follow a fairly tight timetable in dealing with the budget
restraint program. In this regard, we are presenting the following timetable
that would allow the G. P. & A. Committee and Council to deal. with the recommended
changes, and at the same time allow appropriate public input into the process.
Monday, January 8
GPA Committee to deal with Report ADMIN.1-96 giving
a "FORTHWITH" approval in order that advertisements
may be placed in the local newspapers prior to the
GPA meeting of January 22nd 1996.
Wednesday, January 10
Advertisements.to be placed in local newspapers
regarding the*January 22nd meeting of GPA. This
advertisement should also note that the staff
report for the GPA meeting of the 22nd will be
available to the general public on Tuesday, January
16th.
Friday, January 12
Council and staff to meet to.consider proposals
surrounding the budget restraint program. This
meeting will commence at 9 a.m. in the "Court Room"
.section of the Fire and Court Building.

Tuesday, January 16th
Staff report for the GPA meeting of January 22nd
recommending changes in the budget in connection
with the budget restraint program will be made
available for Council and the general public.
Wednesday, January
Deputation list for the GPA meeting of January 22nd
17th - 12 noon
will close in the Clerk's office. Those wishing to
appear in deputation, once receiving the staff
report on January 16th, will be able to apply until
noon of this day.
Monday, January 22nd
GPA will receive the staff report, hear
deputations, and make recommendations for Council.
Monday, January 29th
Council will deal with the GPA recommendations of
January 22nd.
Thursday, February
Staff may enact the budget changes approved by
1st
Council in a timely manner.
By following this very tight timetable, changes made by Council regarding the
budget restraint program will have a beneficial effect on the preparation of the
1996 operating budget, which is scheduled for deliberation in late March 1996.
