MINUTES OF REGULAR COUNCIL ~iliETING OCTOBHR 15. 1968.
Meeting held in Council Chamber at 8 p.m.
Present were: Reeve D. J. Cunningham, Councillors Couch, Gray
Rnd Hoar.
JvIoved by Councillor Couch, Seconded by Councillor Hoar
that minutes of meetings held Sept. 9, 16, 17. and )0 and
October 8 be approved as printed. Carried. '
Hr. Earl Foster addressed Council requesting an advance on
the Provincial Recreation Grant.
Moved by Con. Gray, Seconded by Con. Hoar
that Council advance $500. td the Recreation Committee
pending receipt of the Provincial Grant on the understanding
that this money be repaid in 1968. Carried.
The Clerk was instructed to prepare a By-law regarding use
of the Park after dark and to investigate the practicality
of installing lights at the back of the Park.
Letter from Chas. Crowther, Secretary of the Arena Vmnagement
Board was read, regarding the Insurance on the Arena. The
Clerk was instructed to check this out.
Moved by Con. Hoar, Seconded by Con. Gray
that a letter from E. R. Lovekin, re Kelly land
Public School, be referred to the Public School
near the
Board. Carried.
Moved by Con. Hoar, Seconded by Con. Couch
that the Clerk contact the Durham Growers Co-op
regarding the acquisition of 6' of their land.

Moved by Con. Couch, Seconded by Con. Gray
that the following letters be filed: Lovekin re bequest of
:nooo. from the late Mr. Tupper Johnston for renovations to
the Arenaj Bell llouinlock re Debenture Issuej communication
from the Ontario Good Roads ~ssociationj O.W.R.C. brochure
on Water Pollution. Carried.
Moved by Con. Couch, Seconded by Con. Gray
that the O.d.H.C. proposal regarding Sewers and Sewer rates
be referred to a Special Meeting of Council. Carried.
Moved by Con. Hoar, Seconded by Con. Couch
that the O.W.R.C. letter and pamphlet regarding cross connections
in the Water System be referred to the P.U.C. Carried.
Moved by Con. Hoar, Seconded by Con. Gray
that a letter of appreciation be sent to Alex Carruthers,
M.P.P. Carried.
Moved by Con. Gray, Seconded by Con. Hoar
that Council approves of the advance of another $11,000. to
the P.D.C. of monies to be raised by Debentures as approved by the
O.M.B. Carried.
Moved by Con. Couch, Seconded by Con. Gray
that the Manager of the P.U.C. investigate several types of
decorative liGhting to replace the present system which is
unsafe, and report to Council. Carried.
Moved by Con. Couch, Seconded by Con. Hoar
that the request of the Boy Scout's Association to hold
Apple and Tag Day in Newcastle, on Sat. Oct. 26th, be
granted. Carried.
The Clerk was instructed to reDly to a letter from St. John
Ambulance and mark it for the 1969 budget.

that accounts amounting to $29,642.18~e approved for payment.

Moved by Con. Couch, Seconded by Con. Hoar
that leave be granted to introduce By-law 68-14 to allow Bell
Telephone Co. to construct its lines of telephone on public
~roperty and that it be read a first time. Carried.

that it be read a second time. Carried.
Moved by Con. Hoar, Seconded by Con. Gray
that it be read a third time and finally passed. Carried.

that the Report of the Fire Department be approved and that the
Chairman of the Fire Department investigate the possibility of
purchasing a lIose Dryer from Oshawa and be given power to act
up to $150. Carried.
Moved by Con. Couch, Seconded by Con. Gray
that $50. be paid to the }<'ire Department because they will
be hosts to a Mutual Aid Meeting on 1hursday, Oct. 24th, and
that it be charged to the Fire Budget. Carried.
Clerk was instructed to file the Building Permit Report and
the Northumberland-Durham Health Unit Heport.
Moved by Con. Gray, Seconded by Con. Couch
that the request of the Cenotaph Committee to hold a service
on November 11 and that the Village pay for the wreathand
additional programs, if needed, be granted. Carried.
Moved by Con. Gray, Seconded by Con. Couch
that the meeting adjourn. Carried.
