MINUTES REGULAR COUNCIL MEETING - JULY ID. 1967
Held in Council Chamber.
Present were Reeve Walton, Councillors Adams, Foshay,
Gray and Nesbitt.
Moved by Councillor Foshay, Seconded by Con. Gray
that minutes of June 8, 12, 17, and 20 be adopted as
printed with the exception of amendment to minutes of
June 12 motion regarding Water Services was moved by
Con. Foshay. Carried.
Mr..Gordon V. Wright, E.M.O. Co-Ordinator for the United
Counties addressed Council regarding Radio for Fire Truck
and Base Station at Fire Hall which would be provided to
Village at no cost for the equipment or for the installation
total amounting to about 32200.
Moved by Con. Foshay, Seconded by Con. Gray
that the Reeve and Clerk be authorized to sign agreement
with County to have Fire Radio Equipment installed. Carried.
Mr. L. Vohsemer, addressed Council regarding holes in the
road and uncut weeds.
Mr. Fred Stommel spoke to Council regarding the open
foundation in the Subdivision, the need of a Subdivision
Park and on the matter of the weeds.
Moved by Con. Foshay, Seconded by Con. Adams
that Council concur in the request of the Boy Scouts
Assoc. to hold tag and Apple Day on Oct. 14. Carried.
Horticultural
Society Moved by Con. Foshay, Seconded by Con. Gray
that 350. be granted to Horticultural Society of
Newcastle. Carried.

Moved by Con. Fo shay , Seconded by Con. Nesbitt
that a letter from Totten, Sims, Hubicki & Assoc.
be received and filed. Carried.
A card of thanks from Mrs. Frank Miller and family was
received.
Moved by Con. Gray, Seconded by Con. Adams
that the Clerk write to the Board of Transport Commissioners
for Canada, advising them that it was their understanding
of Council that the installation of the stop and Warning
Signs at Crossing, Mileage 286.75, Kingston Subdivision,
was the responsibility of the C.N.R. Carried.
Moved by Con. Nesbitt, Seconded by Con. Gray
that the use of the C.N.R. Crossing at Mileage 285.66,
Kingston Subdivision be allowed as a private crossing for
the use of the Juse Farm. Carried.

Moved by/Foshay, Seconded by Con. Nesbitt
that Council concurs with the request of the Newcastle
Public School Board for the construction of four additional
rooms and alterations to the present school at an estimated
cost of $153,040; and that the approval of the Ontario
Municipal Board to raise the required ,sum through the sale
of debentures be sought. Carried.
Moved by Con. Gray, Seconded by Con. Adams
that the request of the Newcastle Public School Board for
an advance of $5,000 on their Annual Requisition be granted
and paid on advise from Mr. E. Barchard. Carried.

Moved by Con. Adams, Seconded by Con. Gray
that the refund for taxes claimed by F. Waterbury is agreed
to in principle. Carried.
Library
Grant Moved by Con. Nesbitt, Seconded by Con. Adams
that we pay the Memorial Library Board an advance of $600.
on the Annual Grant. Carried.
O.W.R.C. Moved by Con. Adams, Seconded by Con. Gray
that we recommend to the O.W.R.C. that the bill for the
painting of the standpipe be not paid for until it is
reported as satisfactory and that a report be made to the
Village Council regarding this work. Carried.
Accounts Moved by Con. Foshay, Seconded by Con. Adams
that accounts amounting to $15,787.0)1be approved for
payment. Carried.

that leave be granted to introduqe By-Law 67-1Lt'being a .

that it be read a First time. Carried.

that it be read a second time. Carried
Moved by Con. Gray, Seconded by Con. Adams '
that it be read a Third time and finally passed) Carried.
Moved by Con. Adams, Seconded by Con. Foshay
that leave be granted to introduce By-Law 67-15 being a
By-Law to grant Municipal and School Tax Credits to persons
over 65, and that it be read a First time. Carried
Moved by Con. Gray, Seconded by Con. Nesbitt
that it be read a Second time. Carried.
Moved by Con. Foshay, Seconded by Con. Adams
that it be read a Third time and finally passed. Carried.
Moved by Con. Adams, Seconded by Con. Gray
that the report of the Building Inspector, showing the
issue of 8 permits in June, be approved. Carried.
Moved by Con. Gray, Seconded by Con. Nesbitt
that Councillor Foshay instruct the Fire Chief to attend
the Fire Schools to be held in the area and to take other
firemen with him. Travelling expenses to be allowed for
one car at 10~a mile and a total of $5. be allowed for lunch.
Carried.
Councillor Foshay told Council that Fire Equipment would be
purchased but the cost would be within the Budget.
Moved by Con. Gray, Seconded by Councillor Foshay
that lawyers letters be sent to:
1. James White - regarding demolition of the Glenny Mill
2. Canadian Fruit Co. regarding open founqation.
). Messrs. Jose and Colwill regarding burned out building.
Carried.
Moved by Con. Foshay, Seconded by Con. Gray
that the Township of Sandwich W. resolution regarding the
Planning Act be tabled and brought up at the next regular
council meeting. Carried.

that the Clerk prepare a By-Law for the election of Council,
School Board and P.U.C. for 2 year terms. Carried.
Moved by Con. Fo shay , Seconded by Con. Nesbitt
that a letter be sen~ to the P.U.C. regarding a Joint Meeting
and setting out the information which Council requires. Carried.
Councillor Foshay suggested that Council give consideration
to the formation of a Town Planning Committee.
Beach Moved by Con. Foshay, Seconded by Con. Nesbitt
that the Property Committee be empowered to spend $100. to
clean up the Beach area. Carried.
Moved by Con. Foshay, Seconded by Con. Adams
that the meeting adjourn.
