Regular meeting of the Council took place on Monday, March 1), 1967 in the Council Chamber. Present were Reeve Earl Walton, Councillors Eric Foshay, Alfred Gray and R. W. Walton. MGved by R. W. Walton, seconded by Alfred Gray that the minutes of Council meetings held o~ Feb. 1), Feb. 17, Feb. 25 and March 7 ~~dopted as printed'(~r.~/y be ~r 6.-n Moved by Con. Walton seconded by Con. Foshay that lease to Francis W. Jose 'on land adjacent to the C.N.R. be renewed for) years at $100. per year and the clause be retained that land may be sold at any time. Carried. No action was taken on letter requesting registration for Road Superintendents School. Councillor Foshay gave a report on the One day seminar for Councillors given by the Good Roads Association. n Moved by Con. Gray, seconded by Con. Foshay that we concur with the request of Artificial Ice Association to use park facilities for carnival on Aug. 7, 1967. Carried. Moved by Con. Foshay, seconded by Con. Gray that the request of the Ontario Municipal Board for a 5 year financial forecast be referred to the Finance Chairman. Carried. Moved by Con. Walton, seconded by Con. l!'oshay that the resolution from Cinguacousy Township re planning be filed. Carried. A letter from the Joint Fire Recreation Publicity Committee re Childrents Essay Contest was referred to the fire committee. Convention Notice from Ontario School Trustees and Municipal Councillors Association was referred to the Public School Board. No action was taken on Communication from Ontario Dept. of Highways re drainage. Letter from Ontario Provincial Police regarding policing of Village without enforcing local by-laws was noted. Moved by Con. Walton, seconded by Con. Gray that the salary of the Assessor, I. J. McCullough be increased by $200. as requested. Carried. Moved by Con. Gray, seconded by Con. Walton that we concur with the resolution of the Township of Ancaster regarding "Flag Day Holiday" Monday nearest Feb. 15th. Mr. John Rickard addressed Council re School Board requisitions and said that School Budget would be prepared by April 6. Moved by Con. Walton, seconded by Con. Gray that accounts of the Artificial Ice Installation Committee amounting to $2,602.54 be paid out of Special Artificial Ice Account. Carried. Moved by Con. Foshay, seconded by Con. Walton that Village accounts for $17,754.22 be paid and that the amount authorized for payment in February 1967, be reduced by $5,000. being the amount requisitioned by the School Board in that month. Moved by Con. Walton, seconded by Con. Gray that the Village lend $2500. to Artificial Ice Installation Committee if it can be done legally. Carried. By-law 67-7/being a by-law~o provide for expenditures on Roads and streets totalling $14,000/Moved by Con. Gray, seconded by Foshay that the By-law be read the 1st time. Moved by Con. Foshay that we write to Ceresdale Fertilizers Ltd. regarding the.fence on the East End of the property purchased from the Village. Carried. " Moved by Con. Foshay, seconded by Con. Gray that we request County Council to pass the necessary by-law regarding Boundaries Act and Land Titles Act. Carried. Moved by Con. Gray, seconded by Con. Foshay that if no further quotations for the removal of the Glenny Mill are received by March 20th, that we accept the offer of Nelson G. Barter, Oshawa, subject to Mer. Barter's signing an agreement and completing the work by April 15th, 1967. Carried. Moved by Con. Walton, seconded by Con. Foshay that the Clerk write the Northumberland-Durham Health Unit regarding Frew Farms Ltd. pollution of stream. Carried. Councillor Foshay spoke on the possibility of getting grants under the CommUnity Centres Act. Con. Gray reported that no additional lights near the Public School were required. A meeting is to be arranged with the Assessor prior to the start of his making 1967 assessment. Moved by Con. Fo shay , seconded by Con. Walton that the Reeve convene a meeting regarding the position of H. C. Bonathan as a Councillor and that the Department of Municipal Affairs be contacted in this matter. Carried. Moved by Con. Fo shay , seconded by Con. Gray that a letter be written to the P.U.C. requesting payment of monies due to the Village. Carried. Moved by Con. Foshay, seconded by Con. Gray that Council adjourn.
