REGULAR MEETING OF THE COUNCIL
OF THE TOWNSHIP OF CLARKE
Wednesday, January 3, 1973 at 2:00 p.m. .

Council reconvened at 2JOO p.m. with all members of Council present.
Motion by R. G. Chater and seconded by C. A. Reid that this Council
go into Committee to hea:r1''tollowing deputation.

Moved by K. Entwisle and seconded by G. H. Heykoop that the Committee
resume in Council and the the OtNeal problem be referred to the Road and
Bridge Committee.

BY-LAW #J7L.L.
A By-Law to authorize the borrowing of $300,000.00.
WHEREAS the Council of the Township of Clarke (hereinafter called
the "Municipalitytt) deems it necessary to borrow the sum of $300,000.
to meet, until the taxes are collected, the current expenditures of
the Municipality for the year;
AND WHEREAS the total amount of the estimated revenues of the
Municipality as set forth in the estimates adopted for the year
1973, is $450,000.00.
THE~FORE the Council of the Township of Clarke hereby enacts as
follows:
1. The Head and the Treasurer are _hereby authorized on behalf
of the Municipality to borrow from time to time by way of promissory
note from Canadian Imperial .Bank of Commerce a sum or sums not
exceeding in the aggregate $300,000.00 to meet until the taxes are

collected the current expenditures of the municipality forthe year,
including the amounts required for the purposes mentioned in subsection
(1) of Section 329 of the Municipal Act, and to give on behalf of the
Municipality to the bank a promissory note or notes sealed with the
Corporate Seal and signed by the Head and Treasurer for the moneys so
borrowed, with interest at such rate as may be agreed upon from time
to time with the Bank.
2. All sums borrowed pursuant to the authority of this by-law, as
well as all other sums borrowed in this year and in previous years from
the,said Bank for any of all of the purposes mentioIled in the said
Section 329, shall, with interest thereon, be a charge upon the
whole of the revenues of the Municipality for the current year and for
all preceding years as and when such revenues are received.
3. The Treasurer is hereby authorized and directed to apply in
payment of all sums borrowed as aforesaid, together with interest there-
on, all of the moneys hereafter collected or received either on account
or realized in respect of taxes levied for the current year and pre-
ceding years 6r from any other source which may lawfully be applied for
such purpose.

This Council hereby expresses their appreciation to Rev. ~. Long
and Rev. T. Snelgrove for their service and prayers at this the first
meeting of the Council of The Township of Clarke for the year 1973.

As a recommendation by the Reeve this,Council hereby sanction the
appointment of the following persons to the Road & Birdge Committee
for 1973: Kirk Entwisle, C. A. Reid, and E. R. Woodyard. The first
name to be Chairman of the said Committee and the Reeve to be Ex
Officio member of all Committees of council~ Carried.

Resolve that E. R. Woodyard be and is hereby appointed as member of
the Township of Clarke for the Fire Protection Committee to work in
conjunction with.the person Similarly appointed by the Police Village of
Orono and a copy of this resolution to be referred to the Secretary
of the Police Village of Orono. Carried.

Resolve that the Treasurer and Reeve or Deputy Reeve of The Town-
ship of Clarke be given the necessary authority with the Canadian
Imperial Bank of Commerce, Orono, to do business in accordance with
the said bank, form 141-61 Ontario. Carried.

of this Council on the Durham County Federation of Agriculture for the

That Mr. James Stutt be and is hereby appointed a representative
for the year 1973 to the Board of Memorial Hospital, Bowmanville for
the Corporation of the Township of Clarke. Carried.

That Doctor A. F. McKenzie be appointed Indigent Medical Officer
for the Township of Clarke for January 1, 1973 to December 31, 1973.

Resolution No. 10:Moved by G. H. Heykoop and seconded by C. A. Reid. ~
In conformity with the Live Stock, Poultry and Protection Act this
Council hereby appointed Mr. L. M. Hallowell as live stock valuer for
the Corporation of the Township of Clarke for the year 1973 and that
the fee for extra trips shall be $10.00. Carried.

Resolve that the following persons be and are hereby appointed
to the Local Advisory Committee of the Orono Municipal Water System
for the year 1973. R. C. Forrester, H. Partner, ,D. Simpson, C.
Pearce and E. R. Woodyard. Certified copies of this resolution to
be referred to the Ontario Water Resources.Commission and the afore-
mentioned members. Carried.
Resolution No. l2:Moved by R. G. Chaterand seconded by C. A. Reid.
This Council hereby resolves that the following Pay Vouchers
be and are hereby authorized for payment by the signing officers of
this Council. General Voucher #12 for December in the amount of
$22,512.50. Roads Voucher #12 for December in the amount of $14,423.46.
And the Orono Police Village Voucher #12 for December. in the amount
of $2,994.93. Carried.

This Council hereby authorizes the 1st and 2nd reading of
by-law #1744 to authorize the borrowing of $300,000.00. Carried.

This Council hereby authorizes the 3rd and final reading of
by-law #1744 to authorize the borrowing of $300,000.00. Carried.

This Council hereby resolve that in addition to the regular
renurnerations paid to all member-s of Council-they shall be paid an
extra fee for any meetings which are held outside the Township pro-
viding that same pertains to Township Business at the rate of
$30.00 per day, $.15 per mile for the first 100 miles. Mileage in
excess of 100 miles shall be at the rate of public transportation
providing that expenses are not being paid by other Municipal or
Government Department. And convention expenses to receive prior
Councilts approval. Carried.

This Council hereby authorizes the Treasurer to write-off the
arrears of dog taxes for the year 1972 and prior in the amount of
$1,190.00. Carried.

This Council hereby appoints Mr. Kirk Entwisle to the Planning
Board for the Township of Clarke for the year 1973 and the Reeve to
be Ex Officio member of all Committees of Council. Carried.

This Council hereby adjourns to meet again on January 16, 1973
