REGULAR MEETING OF THE COUNCIL
OF THE TOWNSHIP OF CLARKE
Tuesday, January 2, 1973 at 11:00 a. m.

The declarations and oa~hs of office were taken by each member of
the new Council before t.he Clerk. .
Reverend B. Long addressed the Council congratulating them and said
hi.s good-bye. to the former Reeve J. W.. Stone and also congratulated him
for the job he has done in the past as Reeve.
Reverend T. Snelgrove addressed Council and congratulated them on
their election and also his farewell to the former Reeve J. W. Stone.
Reverend Snelgrove also read a passage from the Bible, Chapter 13 -
Verse~ .1~7 Romans. "Let every soul be subject unto the higher powers.
For there is no power but of God: the powers that be are ordained of God.
2. Whosoever therfore resisteth the power, resisteth
the ordinance of God: and they that resist shall receive to themselves
damnation.
3. For rulers are not a terror to good works, but to
the evil. Wilt thou then not be afraid of the power? do that which is
good, and thou shalt have praise of the same.
4. For he is the minister of .God to. thee for good.
But if thou do that which is evil, be afraid; for he beareth not the
sword in vain: for he is the minister of God, a revenger. to execute
wrath upon hi that doeth evil.
5. Wherefore ye must needs be. subject, not only for
wrath, but also for conscience sake.
6. For for this cause pay ye tribute also: for they
. are Godt~ mJnisters, attending continually upon this very thing.
7. Render therefore to all their dues: tribute to
whom :tribute .is due; pustom to whom cuaborrL; fear to whom fear; honour to
whom honour."
Reverend Long addre~sed Council and read two poems of inspiration
to.Counc~l ~alled The Days Demand and Wanted a Man. Then Reverend Long
proceeded with a prayer.
Reeve Edward Woodyard thanked Reverend Long and Snelgrove for their
prayers apd 9ongratulations.

Motion by K. Entwisle, seconded by G. H. Heykoop that the previOUS
,meeting 9f Council (December 15, 1972). not be adopted as printed but be
tabled until the next meeting of Council.
A motion was put forward by Deputy Reeve Kirk Entwisle and seconded
by,Council19r ~. H. Heykoop that the Reeve and Deputy Reeve as a
Committee seek opinions on the validity of by-law 1743 from our Solicitor
Mr. Richard Lovekin and from the Departmentof Municipal Affairs and
present them to Council at its next meeting and that a vote on this
,motion b~ r~corded by the Clerk.

Reeve E. R. Woodyard said that he would forego his feeling of
his position as Reeve until every Councillor is informed on all
subjects. He also stated that he hoped this Council could work well
together as a body and not as individuals as he felt that more could
be accomplished in this manner. . .

Statement by Deputy Reeve K. Entwisle echoed the Reevets senti-
ments and commented on being elected for the two year term when in
fact it may be just for one year due to the Provincial Government
Plans for Regional Government in this area.
Statement by Councillor R. G. Chater thanked the Reverends
B. Long and T. Snelgrove 'for their attendance at the first meeting of
Council and also expressed the same sentiment as Re~ve and Deputy
Reeve.
C. A. Reidts statement advised that he is looking forward to
serving on Council also it might be just for one year. He is still
concerned that the majority of people do not care ,about their
community and he would like to see their attitude changed and also
he mentioned that he being the youngest on Council that the younger
people would be looking to him for his guidance. He said that he is
going into this with an open and broad mind as he fee~s decisions
we make this year and possibility next year will effect the whole
Townships way of living.
Statement by G. H..Heykoop echoed everyone else and he thanked
the former Reeve J. W. Stone and also Reverends Long and Snelgrove
for their attendance.
The former Reeve J. W. Stone presented the keys to the office
to Reeve E. R; Woodyard and wished everyone the best in the New Year.
Reeve E. R. Woodyard invited all members of Council and staff
for lunch 'at the Country Inn.
It was moved by C. A. Reid and secnnded by R. G. Chater that
this Council recess at 11:45 a.m. and Council reconvened at 2:00 p.m.

Heykoop that the Council meet as a Committee rather than a Council to
hear the various delegations.
B. J. Kamin, reI Mosport. Moved by R. G. Chater and seconded
by C. A. Reid that the necessary by-law be prepared as it was in
the pass: to allow Mosport Park to hold racing on Sundays and that
this by-law be presented for approval at the next reg~lar Council
meeting.
wm. Bogdonovic. Motion by C. A. Reid and seconded by G. H.
Heykoop that Council go back into Committee to hear Mr. Bogdonovic.
He questioned the severing of Lots and the Clerk was advised that
he is to look into this with Mr. Best.
Mr. J. Ochonski appeared before Council at 3:00 p.m. and,dis-
cussed his sub-division files which are still pending. Moved by
R. G. Chater and seconded by C. A. Reid that this Committee resume
in Council.

Moved by K. Entwisle and seconded by R. G. Chater that J. Ochonski
file be looked into completely by Council, Cle~k, H. Best and members
of the Planning Board. Also Mr. E. R. Lovekin" and that a meeting
be set up as soon as possible by the Clerk. ^
Moved by K. Entwisle and seconded by C. A. Retd that this
Council hereby adjourn at 5:15 p.m. to meet again January 3 at
2:00 p.m.
