Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report COD-029-06 be received;
2. THAT Donway Ford Sales Ltd, Scarborough, Ontario, with a total bid in the amount
of $350,038.80 (including PST and trade-in), being the lowest responsible bidder
meeting all terms, conditions and specifications of Tender CL2006-17, be awarded the
contract to supply Two (2) 60,000 GVW Tandem Diesel Dumps c/w Plow Equipment, as
required by the Municipality of Clarington, Operations Department; and
3. THAT the funds be provided from the 2006 Capital Operations Vehicle / Heavy
Equipment Account # 110-36-388-83642-7401.

BACKGROUND AND COMMENT
Tender CL2006-17 for Two (2) 60,000 GVW Tandem Diesel Dumps c/w Plow Equipment was
advertised and issued with bids being received as per Schedule "A" attached.
It is staff's opinion that the trade-in's offered ($12,800.00) for the One (1) 1994 International and
($15,300.00) for the One (1) 1995 International exceeds that which would be realized at the
Regional Auction Sale and it's therefore recommended that they be accepted.
After further review and analysis of the tender by Operations and Purchasing, it was mutually
agreed that Donway Ford Sales Ltd, Scarborough, Ontario, be recommended for the contract to
supply and deliver Two (2) 60,000 GVW Tandem Diesel Dumps c/w Plow Equipment, as
required by the Operations Department.
The required funds in the amount of $350,038.80 (including PST and trade-in) is within the 2006
Capital Budget allocation of $380,000.00 and will be provided from the 2006 Operations
Vehicles / Heavy Equipment Account # 110-36-388-83642-7401.
The Director of Finance has reviewed the funding requirements and concurs with the
recommendations. Queries with respect to department needs, specifications, etc., should be
referred to the Director of Operations.
The subject firm has previously provided satisfactory service for the Municipality of Clarington.
