CL2006-20, SUPPLY AND DELIVERY OF HIGH PERFORMANCE COLD
MIX ASPHALT / PERMANENT COLD PATCH
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee recommend
to Council the following:
1. THAT Report COD-030-06 be received;
2. THAT Innovative Municipal Products Inc., Ajax, Ontario with a total revised bid in the amount
of $59,921.54 (excluding G.S.T.), being the lowest responsible bidder meeting all terms,
conditions and specifications of Tender CL2006-20, be awarded the contract to supply High
Performance Cold Mix Asphalt / Permanent Cold Patch as required by the Municipality of
Clarington; and
3. THAT the funds required be provided from the Operations Department Current Budget
Account #100-36-381-10255-7112.

BACKGROUND AND COMMENT
Tender CL2006-20 was advertised and issued with bids being received and tabulated as
follows:
Innovative Municipal Products Inc.
A'ax, Ontario
Matrex Company
Port Per ,Ontario
$68,092.65
$77,786.73
Due to the recent increases in crude oil prices, the unit prices bid represent an approximate
35% increase over those bid for the 2005 contract.
The low bid received from Innovative Municipal Products Inc., Ajax, Ontario, is approximately
12% over the 2006 Current Budget amount. Therefore, in order to meet the allocated budget for
this work, it is recommended that the contract value be reduced by twelve percent (12%). The
low bidder, Innovative Municipal Products Inc., is in agreement with this reduction.
The total funds required for Tender CL2006-20, Supply and Delivery of High Performance Cold
Mix Asphalt / Permanent Cold Patch, are included in the Operations Department Current Budget
Account #100-36-381-10255-7112.
The Director of Finance has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to department needs, specifications, etc., should be
referred to the Director of Operations.
After further review and analysis of the tenders by Operations and Purchasing, it was mutually
agreed that Innovative Municipal Products Inc., Ajax, Ontario, be recommended for the contract
to Supply and Deliver High Performance Cold Mix Asphalt / Permanent Cold Patch.
The subject firm has previously performed satisfactorily for the Municipality of Clarington.
