TOWN OF NEWCASTLE Council Minutes May 19 1981 Minutes of the regular meeting of Council held on May 19 1981 at 7:00 p.m. in Court Room #1 Present were: Mayor Garnet B. Rickard Councillor Ann Cowman Councillor Diane Hamre Councillor Marie Hubbard Councillor Maurice Prout Councillor Bruce Taylor Councillor Edward R. Woodyard Town Clerk, David W. Fanning, Director of Community Services Resolution #C-579-81 Council Minutes THAT the minutes of the meeting held May 4 1981 be approved as read. "CARRIED" Delegations: Mr. Andrew Orr, Ridge Pine Park Inc. was not present. Mrs. Pat Rundle presented a brief of the Social Planning Council regarding Handi-Transit for disabled persons. She explained that the system improves the life style of the disabled. There are approximately 400 disabled persons in the Town of Newcastle. As a general rule one van should be available for 27,000 population. The Social Planning Council recommends that the Town enter into a contract with Handi-Transit to provide a system of transportation. The cost would be divided with the Town of Newcastle paying approximately 17% of administrative costs. The system operates under a Board of Directors and eight separate societies support the operation. The Rotary Club of Bowmanvi11e will donate $9,000 towards the cost of the van which is funded by the Province. 50%. Armor Hanna, Treas.and Gill Gilchrist from the Board of Directors were also present. Mr. Hanna answered questions of Council Members. . . . Council Minutes Motocross St. Franci s of Assissi R.C. Church Communications Re-Creation Conference -2- May 19 1981 Mr. Jim McConnell of Oshawa Competition Motorcycle club addressed the Committee regarding the proposed Moto Cross on August 30 1981 and answered questions. He explained that members of the club police the area. The race is sanctioned by the Canadian Motorcycle Association. He presented a letter from Mayor J. Taylor of Scugog stating that a similar rally in Scugog Township had been well supervized and favourably received. 500 - 1000 people are expected to attend. Resolution #C-580-81 Moved by Councillor Hamre, seconded by Councillor Cowman THAT the delegation from St. Francis of Assissi Roman Catholic Church in the Village of Newcastle be heard. "CARRIED" Mr. Ed Vanhaverbeke representing the Catholic Church in the former Village of Newcastle stated that the Elmhurst Hotel was being offered for sale. It was felt to be ideal for a church, hall, priest residence. The property would require rezoning. As it was necessary to remove the condition of sale by Thursday noon, he wished for some indication of support from Council. Council hereby advises the prospective owners that the property must be rezoned in accordance with the Town's procedures pursuant to Section 35 of The Planning Act and further that By-Law 79-151 of Council requires the owners to execute a development a9reement with the Town pursuant to Section 35 (a) of Ihe Planning Act.
