Council Mi nutes Delegation . . 1981 Budget TOWN OF NEWCASTLE April 24 1981 Minutes of a Special meeting of Council held on April 24 1981 at 9:30 a.m. in the Bell Building Committee Room Present were: Mayor Garnet B. Rickard Councillor Ann Cowman, at lla.m. Councillor Diane Hamre Councillor Marie Hubbard Councillor Maurice Prout Councillor Bruce Taylor Councillor Edward R. Woodyard Town Clerk, Joseph M. McIlroy Also present: K. Degroot, Treasurer J. Dunham, Director of Public Works J. Caruana, Deputy Director of Community Services Resolution #C-5l8-8l Moved by Councillor Hubbard, seconded by Councillor Prout THAT Mrs. P. Rundle be heard relative to Handi-transit. "CARRI ED" Mrs. Rundle referred to a matter discussed last year by Council and referred to the Town Manager for a report. This was related to the provision of transportation for handicapped people. Mrs. Rundle indicated the following: The Rotary Club of Bowmanville would donate $9,000, being 50% of the purchase price of a van for transportation of handicapped people. Province would grant the other 50% but only after an application in January 1982. Province would rebate Provincial sales tax immediately on due application. Province would also grant 50% of operative expenses, also an application in January 1982. Handi-transit Inc. if requested would operate the system in Newcastle in conjunction with the Whitby and Oshawa systems. Estimated percentage of costs 17% or $5,100. If requested Handi-transit Inc. would assume ownership of van as far as licensing is concerned under a form of agreement. Cost to Town this year would be approx. $5,000. Mrs. Rundle said that she would submit a written brief as soon as possible. Resolution #C-519-8l Moved by Councillor Woodyard, seconded by Councillor Taylor THAT the procedure suggested by Mayor Rickard regarding the budget be adopted, i.e. 1) Consider Treasurer's Letter of Transmittal, 2) Consider 1981 Budget. Tax Bill Council Minutes -2- April 24 1981 Resolution #C-520-8l Moved by Councillor Woodyard, seconded by Councillor Taylor THAT the following be added to Contingency Account and sufficient funds be added to revenue from the estimated surplus from 1980. ($75,000). Handi -transit Repairs to Orono Fire Hall Hampton Hall Roof and Bowmanville Arena Roof $5,000 $30,000 $20,000 $55,000 and that the balance of the surplus be credited to Working Funds Reserve, subject to the required by-law being passed. "CARRIED" Resolution #C-52l-8l Moved by Councillor Taylor, seconded by Councillor Hamre THAT the 1981 Budget be approved, as amended. Yea Resolution #C-522-8l Moved by Councillor Taylor, seconded by Councillor Prout THAT the Treasurer prepare the necessary by-law to approve the Budget at the next Council meetin9. "CARRIED" Resolution #C-523-81 Moved by Councillor Cowman, seconded by Councillor Woodyard THAT the Treasurer submit to Council, example of a notice to be sent with the Tax Bill, demonstratin9 the division of the Tax Bill as to Education, Regions, etc., and also report on the implications with regard to issuin9 separate Tax Bills in 1982 with regard to Education etc. "CARRIED" . . . Council Minutes Town owned lands Adjournment -3- Apri 1 24 1981 Resolution #C-524-81 Moved by Councillor Hubbard, seconded by Councillor Hamre THAT the Town Clerk take the necessary steps to reactivate decisions made by the previous Council to sell the following Town owned properties: 1. Former Dump Site in former Clarke Township. 2. Vacant lot in former Village of Newcastle.
