Also present:
The Town Clerk called the meeting to order as he had been
advised that Mayor'Rickard would be a little late in
arriving.
Councillor Hamre, Acting Mayor, assumed the Chair.

THAT the Council Minutes of March 23 1981 be approved as read.

Mayor Rickard assumed the Chair at this time.
Mr. Ken Hooper addressed Council with regard to the
application which he submitted for the position of Town
Administration. Mr. Hooper wished to know the other
applicants for the position as he stated his application
had not been kept confidential.
Ms Dyana Layng appeared before Council with regard to the
Clarke Museum Board's request for Council's assistance
in purchasing a house at Kirby to serve as a museum
building.
Ms Layng requested a meeting between the Museum Board and
Council as soon as possible to discuss the matter.

Mrs. M. Novak addressed Council with regard to a
complain which she has relative to property opposite to
her home allegedly being used illegally.
There was a request by Mr. John McMillan to address
Council regarding the budget meeting on Friday,
April 3 1981.

THAT the letter from the Association of Municipalities of
Ontario regarding application of Bell Canada for increase
in rates be received and that a donation of Y, cent per
capita be sent to the Consumers' Association of Canada
to assist them in their endeavours with regard to the
telephone company's application with the request that they
support the Town's position on this matter.

Councillor Hamre declared a possible conflict of interest
in this matter and refrained from the discussions and
voting.

THAT Item 1 be amended by deleting everything after the
word "Town" in the third line and inserting the following
after the word "Town":
according to the program outlined in the proposal of
Thorne Stevenson Kellog in an upset figure of cost of
$10,000 as per their proposal, and funds be provided from
Account #7007-207 "Professional fees" and the budget be
increased accordingly.

THAT the Council reaffirm the previous position supported
by this Municipality, requesting the Province of Ontario
to move without delay, in implementing legislation for
market value assessment and tax reform, and that this
resolution, subject to further editing, be forwarded to
the Small Urban Municipalities convention for endorsement.

THAT WHEREAS the Municipality is required by authority
9ranted from the Province of Ontario, to levy a mill rate on
property for taxes to be collected for municipal and
educational purposes;
AND WHEREAS the assessment of property has been assumed by
the Province;
AND WHEREAS the Province has recognized that an overhaul
of assessments is long overdue and is causing inequities
and unfairness in the tax levy;
AND WHEREAS the Province has attempted to compensate for
these inequities by paying up to $500.00 tax rebate
to senior citizens, and refunding up to 50 percent of
farm taxes, where qualified;
AND WHEREAS the municipalities in Ontario have been considered
responsible enough for the collecting of taxes for
municipal and educational purposes from an assessment that is
recognized as unequitable and outdated;
THEREFORE be it resolved that the Province of Ontario
enact the legislation giving the authority to the same body,
the local municipality, to credit the taxpayer with the amount
of money that would normally be refunded from the Province of
Ontario.
Whereas the Mayor, the Council and the staff of the local
government are the ones who are called upon to explain this
complicated system, it would streamline the operation
and save us enormous amount of duplication if the taxpayer
were allowed this credit at the time of payment of taxes.
To give an example, a citizen who has a tax levy of $600.00
and would qualify for a $500.00 credit from the Province
would be credited this amount on the tax bill and his payment
would be $100.00. A farmer with a tax levy of $2,000.00
and a tax credit of $1,000.00 would pay taxes of $1,000.00.

citizens in the Municipality, in one or two payments directly
to the Municipality.
This resolution be endorsed and forwarded to the Municipalities
