Subject: Request for Proposal RFP2006-4, Architectural Services, Newcastle
Branch Library
Recommendations:
It is respectfully recommended that the General Purpose and Administrative Committee recommend to
Council the following:
1. THAT Report COD-028-06 be received;
2. THAT the proposal received from Shoalts and Zaback Architects Ltd, Kingston, Ontario being the
most responsive bidder meeting all terms, conditions and specifications of Request for Proposal
RFP2006-4 be awarded the contract for the provision of Architectural Services for the Newcastle
Branch Library with an amended bid of $202,000.00 (excluding GST);
3. THAT the funds required be drawn from the Account # 110-42-440-85510-7401; and
4. THAT the attached By-law marked Schedule "A" authorizing the Mayor and the Clerk to execute
the necessary agreement be approved.

BACKGROUND AND COMMENT
A Request for Proposal for consulting services was advertised and issued for the Architectural
Services for the Newcastle Branch Library.

Representatives from the Library, Corporate Services, the Chief Administrative Officer and
Purchasing reviewed and scored each proposal based on the following criteria:
)> Previous experience with construction of libraries and similar public buildings
)> Experience of Key Personnel and Staff Involvement
)> Price
)> Working knowledge in Clarington and Durham Region
)> Ability to complete the project on schedule
)> Completeness of Proposal
)> Methodology of Project Delivery
As per the request for proposal document, the consultant selection would be made on the basis
of the written proposal, a potential interview and reference checks.

Upon completion of the document review by the selection committee, three firms, Zas
Archictects Inc, Toronto, Ontario, Montgomery Sisam, Toronto, Ontario and Shoalts and Zaback
Architects Ltd, Kingston, Ontario were selected for interviews.
Staff was impressed with the coverage of the proposed services, proponents' experience and
enthusiasm for the project. Team members were in attendance at the interview and their roles
were discussed. Reference checks for the subject firm were excellent. In addition, the subject
firm was the architect for the Bowmanville Library Branch/Municipal Administrative Centre
Expansion project.
The Proposal submitted by the subject firm has been amended to $202,000.00 to include the
provision of a cost consultant as well as to provide for a firm fixed fee which includes
disbursement and printing of the tender documents.
The required funds of $202,00.00 will be drawn from Account # 110-42-440-85510-7401.
The total funds allocated for the consulting portion of the Library construction was $165,600.00
excluding disbursements. It is therefore recommended that a portion of the contingency
provided, for in the same account number be utilized.
The Director of Finance has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to the department needs, specifications, etc. can be
directed to the Chief Administrative Officer.
It is therefore recommended that the revised proposal received from Shoalts and Zaback
Architects Ltd, Kingston, Ontario to provide the Architectural Services for the Newcastle Branch
Library be accepted.

Schedule "A"
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON
BY-LAW 2006-
Being a By-law to authorize a contract between the Corporation of the
Municipality of Clarington and Shoalts and Zaback Architects Ltd,
Kingston, Ontario, to enter into agreement for the Architectural Services
for the Newcastle Branch Library.
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS AS
FOLLOWS:
1. THAT the Mayor and Clerk are hereby authorized to execute, on behalf of the
Corporation of the Municipality of Clarington and seal with the Corporation Seal, a
contract between, Shoalts and Zaback Architects Ltd, Kingston, Ontario, and said
Corporation; and
2. THAT the contract attached hereto as Schedule "A" form part of this By-law.
