Minutes of a Special meeting of Council held
in the Bell Building Corrmi ttee Room on Thursday,
April 3 1980 at 1:30 p.m. for the purpose of
Budget discussions.
Present were:
Mayor Garnet B. Rickard
Councillor Keith D. Barr
Councillor Williwn Clarke
Coilllcillor Ann Cowman
Councillor I van M. Hobbs
Councillor Jasper W. Holliday at 2: 15 p.m.
Councillor Maurice Prout
Town Clerk, Joseph M. McIlroy
Also present:
Treasurer, K. Degroot
Fire Chief, J. Hayman
Director of Carnnmi ty Services, T. A. Fanning
Facilities Manager, F. Payne
Mrs. P. Best and manbers of the Library Board appeared
before Coilllcil relative to the Library Budget.

'!HAT the meeting be in "Corrmittee of the Whole".
"CARRIED' ,
The delegation requested that the Library budget as
fixed by Council be increased as they felt that the
figure decided upon was not sufficient for the Board
to fully service the public's needs.

The Treasurer sutrnitted a memrandum (dated April 3 1980)
regarding Surplus/Deficit, Fluctuation, which was discussed
at length.
