Mayor Rickard and Members of Council:-
The following is a report of the meeting of the Planning and Development Committee
held on September 15, 1980:
1.
Receive for information
It was recommended to Council that the following be received for information:
(a) Report P-140-80 - Town of Newcastle District Plan - Part I
(b) Report P-14l-80 - Newcastle Village Urban Area Plan, Part II
section 2 of the Newcastle District Plan
(c) Report P-142-80 - 1980 Work Program, Planning Department
(d) City of Oshawa By-law 74-S0
(e) City of Oshawa By-law 75-S0
(f) Minutes of meetings of Committee of Adjustment, July 23 and August 27, 19S0
2. Annual Housing Review
It was recommended to Council that the Town of Newcastle hereby endorses the housing
"targets" included within the Ministry of Housing's Annual Housing Review
questionnaire as attached and notes that the Town will be preparing a Municipal
Housing Statement detailing its housing needs in the near future.

3.
Rezoning Z-A-3-l0-5
It was recommended to Council that:
(1) Application for rezoning Number Z-A-3-l0-5, part lot 28, Concession 5,
former Township of Clarke, Diane and Rodney Hamre, be approved;
(2) The attached by-law be forwarded to Council for approval. (See By-law SD-113)
(3) The Region of Durham be advised of Council's action in respect of the subject
application.
4.
Town of Newcastle Statistical Summary 19S0
It was recommended to Council that Planning Staff be authorized to make the "TOWN OF
NEWCASTLE STATISTICAL SUMMARY - 1980" available for public release.

Newcastle Lodge Senior Citizens Project Site Plan Agreement
It was recommended to Council that:
(1) Report P-154-80, Newcastle Lodge Senior Citizens Project Site Plan
Agreement be received for information.
(2) The attached agreement be forwarded to Council for approval once
Schedule "B" has been included and the agreement has been signed
by the proponent.
(3) The Town Clerk be requested to prepare a by-law for the purposes of
executing the attached agreement, to be considered by Council at its
meeting of September 22, 1980, provided the above noted matters are
resolved.
6. Gospel Hall Site Plan Agreement
It was recommended to Council that:
(1) Report P-155-80 re Gospel Hall Site Plan Agreement, be received for information
(2) The attached development agreement be forwarded to Council for approval once
schedule "B" has been included.
(3) The Town Clerk be requested to prepare a by-law for the purposes of executing
the attached agreement to be considered by Council at its meeting of
September 22, 1980, provided that the above noted matters are resolved.
