REPORT 1/2
Mayor Rickard and Members of Council;-
The following is a report of the meeting of the Planning and Development
Committee held on March 3, 1980:
1. Hamlet Staging - Enniskillen, Newtonville and Tyrone
It was recommended to Council that:
1) Report P-3l-80 be received
2) The attached staging policies for the hamlets of
Enniskillen, Newtonville and Tyrone be forwarded to
Regional Council for comment in accordance with Section
10.4.2.2 of the Durham Regional Official Plan.
3) Planning Staff report back to the Planning Committee
at their first appropriate meeting following receipt
of regional comments, and, if possible, to do so in
conjunction with the duly advertised public meeting for
discussion of the respective hamlet development plans.
2. Rezoning Z-A-3-Z-4 - "The Clay Pot"
It was recommended to Council that:
1) Application for Rezoning Z-A-3-Z-4 be denied and
2) A copy of Report P-3Z-80 be forwarded to the By-
Law Enforcement Officer for appropriate action.
3. Status of Airstrip (Gabourie)
It was recommended to Council that:
1) A copy of report P-33-80 be forwarded to the By-
Law Enforcement Officer for appropriate action and
2) A copy of Report P-33-80 be forwarded to Mr. D. A.
Wesson in reply to his letter to Council of
January 7, 1980.
4. S. Mastrangelo - Severance
It was recommended to Council that Repont P~34-80 be endorsed and a
copy be sent to Mr. S. Mastrangelo for his information.
5. Fines for By-law Infractions
It was recommended to Council the Report P-35-80 be received for information and
the attached by-laws be forwarded to Council for consideration. See By-law 80-Z5,
80-Z6, and 80-Z7.

6.
Group Homes
It was recommended to Council that :
1) Report P-36-80 be received
2) Staff be authorized to prepare the necessary by-law amendments
to be circulated to appropriate agencies for comment and report
back to the Planning and Development Committee at the earliest
opportunity.
3) The Region of Durham be advised that the Town of Newcastle
has no objection to proposed Amendment 80-l/D to the Durham
Regional Official Plan and
4) The Provincial Secretary for Social Development be advised that
the Town of Newcastle supports the principle of Group Homes within
the Town's existing zoning by-laws and the District Plan presently
being prepared.
7. Rezoning Z-A-2-4-7 - M. Veltri
It was recommended to Council that:
1) Report P-38-80 be received for information
2) As sewage capacity is not available to this site at this time,
the application be deemed premature.
3) Application for Rezoning Number Z-A-2-4-7 be denied
4) The Regional Municipality of Durham be advised of the actions
of the Town of Newcastle in this regard.
8. Rezoning Application Z-A-1-6-5 (Texaco)
It was recommended to Council that:
WHEREAS the Council of the Town of Newcastle is concerned about the
effect of the commercial uses on Part of Lot 34, Concession 2,
Township of Darlington (Texaco Canada Site) on surrounding lands;
AND WHEREAS the Council of the Town of Newcastle is not opposed to
recognizing the commercial uses on the site;
COUNCIL HEREBY REQUESTS the owner to enter into a Site Plan Agreement
with the Town to be considered in conjunction with a rezoning by-law
recognizing the commercial uses on the subject property.
9. By-Law 154-79 of the City of Oshawa
It was recommended to Council that By-law 154-79 of the City of Oshawa be received and filed
10. It was recommended to Council that the correspondence from the Region of Durham
Development Department dated February 11, 1980, be received for information.
