HomeMy WebLinkAbout02/18/1980 . . . REPORT # 1 Mayor Rickard and Members of Council:- Tbe following is a report of the Planning and Development Committee meeting held on Monday, February 18, 1980: 1. O.P.A. 75-29/D Brooks, Lovell McLellan - Part Lot 3, Conc. 4 Darlington It was recommended to Council that; 1) Tbe Region of Durham be requested to consider the revised amendment application with regard to the Town's comments and recommendations contained in Staff Report P-11-80 as adopted by Committee resolution #PD-27-80 and endorsed by Council on January 28, 1980; and 2) The applicant be advised that the maximum number of lots to be permitted shall not exceed 15 and that the Town reserves the right to reduce that figure if necessitated by the required detailed engineering reports or environmental analysis. 2. Application for Subdivision l8T-78006, Lot 25, Con. B.F. former Village of Newcastle It was recommended to Council that the recommendation in Report P-24-80 relative to Application for Subdivision l8T-78006, Lot 25 B.F. Concession, former Village of Newcastle be endorsed subject to the report being corrected to reflect the fact that the property is in the former Village of Newcastle and not the former Township of Clarke. 3. Extension of Bowmanville Business Improvement Area It was recommended to Council that the Town Clerk be instructed to initiate procedures for expanding the Business Improvement Area in accordance with the request of the Bowmanville Board of Management of November 21, 1979. 4. Enniskillen General Store It was recommended to Council that the correspondence from the Enniskillen General Store, of December 28, 1979, be received for information. 5. Policy re Levies Non-Profit Senior Citizens' Housing It was to Council that the attached Policy in respect of levies on Private Non-Profit Senior Citizens Housing be forwarded to Council for adoption by by-law. 6. Burketon Hills Subdivision l8T-75362 It was recommended to Council that the Town of Newcastle hereby requests the Central Lake Ontario Conservation Authority to review their comments on the Burketon Hills subdivision plan l8T-75362 and hereby suggests that the Authority request the Ministry of Housing to revise the conditions of draft plan approval to incorporate whatever conditions the Authority may deem applicable to the subdivision plan, provided such conditions do not alter the road layout as approved by the Town of Newcastle and the Ministry of Housing. - 2 - . 7. By-Law 79-72 - Class "A" Public Street, Cone. 3 & 4, Lots 4 & 5 Darlington It was recommended to Council that they approve the request of the Central Lake Ontario Conservation Authority and repeal By-law 79-72 and the amending by-law be forwarded to Council for approval. See By-law 80-20 8. By-law 6-80 - Township of Scugog It was recommended to Council that by-law 6-80 of the Township of Scugog be received for information. 9. Orono Chamber of Commerce It was recommended that Report P-26-80 relative to correspondence from the Orono Chamber of Commerce be forwarded to Council for consideration in conjuntion with the other Committee reports pertaining to this matter. 10. Haydon Hamlet Plan recommended to Council that Report P-28-80 be received The proposed revisions to the Development Plan for Haydon be endorsed Planning Staff forward the revised development plan for Haydon to Regional Council for comments in accordance with Section 10.4.2.2 of the Durham Regional Official Plan Planning Staff report back to the Planning Committee at its next appropriate regular evening meeting, upon receipt of comments from Durham Regional Council as per recommendation #3. O.P.A. 20 and 79-46/D - Windsweep Farms (1965) Ltd. and 385429 Ontario Ltd. It was recommended to Council that the Region of Durham be requested to consider the Town's comments on Official Plan Amendment 20 as applicable to Official Plan Amendment application 79-46/D (Wind sweep Farms (1965) Ltd. and 385429 Ontario Limited) 12. O.P.A. 80-3/D Section 7.2.7 Durham Official Plan It was recommended to Council that the Region of Durham be advised that the Town of Newcastle has no objection to proposed Official Plan Amendment 80-3/D - Section 7.2.7 of the Durham Regional Official Plan. 13. By-law 79-44 - Newcastle Lodge for Senior Citizens - Rezoning It was recommended to Council that the request filed on behalf of the Newcastle Lodge for Senior Citizens for an amendment to By-law 79-44 to reduce the required dwelling unit area be approved and the amending by-law be forwarded to Council for approval. R-60 - Ridge Pine Park It was recommended to Council that the correspondence from the Durham Region Federation of Agriculture, dated February 11, 1980 relative to their appeal to the Cabinet of decision re R-60, referral re Durham Regional Official Plan, be received for information. ~ Respectfully submitted Ann Cowman, Chairman
