TOWN OF NEWCASTLE Council Minutes September 28, 1987 Minutes of a regular meeting of Council held on Monday, September 28th 1987, at 7:00 p.m., in the Council Chambers Councillor Stapleton led the meeting in prayer. "CARRIED" Delegation Resolution #C-762-87 Moved by Councillor Cowman, seconded by Councillor Hamre THAT Darlene Cook, Larry Hannah, and Mary Novak be added to the list of delegations. "CARR I ED" Mr. C. Bond, 8 Summerlea Court, Bowmanville, was not present. Council Minutes - 2 - September 28, 1987 c- Delegations . I ~ Mrs. Pat Best, Secretary, Board of Stewards, Eldad Church, R.R. 1, Hampton, LOB 1JO, asked Council to approve in principle, the extension of the Eldad Church Cemetery. Mr. Ed Werry has agreed to give half an acre to extend the cemetery. This extension will bury 450 people. Because the cemetery has been inactive and the perpetual care monies can't be used, the Board requires financial assistance with the survey, severance and fence costs. This extension will take the pressure off Bowmanville and Hampton cemeteries where plots are limited. Council approval is a requirement under the guidelines for acquisition of lands for cemetery use. Robert Pilkey, 27 Mosgrove Court, Bowmanville, presented to Council a copy of a questionnaire and its results, that was distributed to the residents of the Courtice Heights Subdivision. In his presentation, Mr. Pilkey listed several complaints associated with the subdivision construction and developer. Mr. Pilkey asked that Council review the material submitted and after the examination, requested that the Town not issue further building permits to this builder until he has thoroughly correct~d every problem with the current homes he has built. Mark Foley, Kingsberry Properties, P.O. Box 11, Oshawa, L1H 7K8, asked Council to support the recommendation in the General Purpose and Administration Committee Report that relates to his property. Wally Pitt, 19 Deerpark Crescent, Bowmanville was not present. Darlene Cook, R.R. 1, Enniskillen, LOB 1HO, was present to support her letter objecting to the request of some kennel operators for an exemption from the noise by-law. Of particular concern, is the kennel operator adjacent to her property. The Cooks have been disturbed all summer by barking dogs. Other kennel operators say they can live with the by-law as it stands. Since advising the kennel operators of the noise by-law and its penalties, the area has been liveable. Mrs. Cook asks that the current by-law for noise reduction be retained and strengthened in favour of the residents surrounding kennels. Larry Hannah, 25 Phair Ave., R.R. 4, Oshawa, voiced his concerns relative to the new arena project and the associated costs. He suggested that Council look at some figures such as the $750,000.00 to be raised through fund raising, the sale of the old arena and the cost to instal the services. He asked that Council go back and re-assess what they are doing and the mega dollars that are going into this project. . . c. c . . ( \ . c, Council Mintues - 3 - September 28, 1987 Del egati ons Mrs. Mary Novak, 1712 Pebblestone Rd., Box 14, R.R. 3, Bowmanville, responded to the contents of Report WD-54-87, and her request to obtain fill. Mrs. Novak expressed her disapproval to the manner in which her neighbour Mr. McFarland has received fill and she has not. In conclusion Mrs. Novak asked "what deal cost Mr. McFarland a lot of money and gave him the authority to direct the distribution of fill and why, when I called on Tuesday requesting a portion of the fill to be brought to me, was not acted upon immediately." (. , - 8 - September 28, 1987 Resolution #C-778-87 Moved by Councillor Hamre, seconded by Councillor Wotten THAT the delegation of Pat Best be acknowledged, and advised; THAT the Council of the Town of Newcastle has no objection to the Board of Stewards of the Eldad Church, Solind, expanding its present cemetery by half an acre of land, sUJject to the following conditions: (a) That title to the property to be acquired be established by deed, and a Reference Plan prepared; (b) That an application be made to the Land Division Committee for approval of the land severance; (c) That an application for rezoning be submitted to the Planning Department, Town of Newcastle, respecting the severed parcel referred to in (b) above; (d) That a culvert and road entrance application be filed with the Works Department, Town of Newcastle; (e) That upon receipt of the Reference Plan defining the subject lands, the Clerk of the Town of Newcastle advertise the proposed cemetery expansion in a newspaper having a general circulation in the area for three successive weeks; (f) That the cost of fencing the acquired lands be determined by the Board of Stewards as soon as pOSSible and the municipality advised. AND THAT Staff include the question of financial assistance for the project in the municipality's 1988 budget.
