Delegations
Edward Rodesky, 27 Darlington Blvd. S., Dshawa, inquired as to
the legal right of the Town of Newcastle to propose a parkette
on his land when he paid 5% cash-in-lieu in 1968 when his
subdivision was approved. Mr. Rodesky has owned this land
through V.L.A. for 35 years. He received approval for a
subdivision in 1968. One lot has been sold. Some years ago,
the Town designated a parkette and walkway on part of his
property without his permission or knowledge. Attachment No.
4 to Report PD-217-87 recommends deleting the parkette. Mr.
Rodesky asked if this was approved.
Bill Hyder, R.R. 3, Bowmanville, on behalf of the Kennel
Owners in the Town of Newcastle requested Council to exempt
licensed kennels from By-law 87-131, and to amend the By-law
accordingly. The kennel operators have re-affirmed their
commitment to continue to take the necessary actions to
control not only noise but any concerns expressed by the
municipality. They seek the necessary protection under
the law as has been afforded to others under the exemption
set out in Section 4 of the by-law.
Councillor Hubbard made a declaration of interest relative
to the delegation of Gordon Stewart; vacated her chair and
refrained from discussion on the subject matter. Councillor
Hubbard has an interest in property which abutts the lands
being discussed.
Gordon Stewart, 28 Ashdale Crescent, Bowmanville, representing
85 residents who signed the petition opposing the proposed
development of 684658 Ontario Limited at 3 Church Street,
Bowmanville. The Town has recommended denial of the
proposal. However, the children require an alternate
safe walkway. Mr. Stewart proposes that a walkway be
established by King's Convenience north-westerly to
Church Street.
Mark Foley, Kingsberry Properties, 319 College Avenue, P.O.
Box 11, Oshawa, asked Council to approve Report PO-211-87,
which removes the Holding Symbol in Part Lot 35, Concession 2,
Darlington. Attached to his letter is an undertaking to
immediately make a temporary supply of water available to
any affected party. His 34 unit proposal should have no
affect on existing wells.
Ray Stapleton, R.R. 2, Newcastle on behalf of the Stapleton Family,
asked Council to consider the following information when dealing
with the Notice of Motion on the Agenda - Mr. Stapleton's great
grandfather settled on Lot 7, Concession 2, in 1850 - Ray's
father George, still lives on the same property where he was
born 94 years ago. In 1967, the Stapletons received a plaque
for 100 years ownership. Ray and his brother Glen have retirement
lots severed from the 604 acres they have accummulated so the
property will be in the Stapleton name for some time.

1987, enact Resolution #C-679-87, directing,
THAT the road sign map be amended to remove the name
"Hale Road" in Clarke Township and replace it with
the name "Stapleton Road" [
AND WHEREAS this decision has proven to be objectionable to
many of the residents of the Town of Newcastle;

Proposed Amendments Moved by Councillor Hubbard, seconded by Councillor Wotten
to Town of Newcastle
Official Plan THAT Report PD-217-87 be received; and
(Courtice Urban Area)
& Courtice NeighbourhoOd
Plans THAT the proposed amendment to the Town of Newcastle Official
(File 1#5 & 1#7) Plan to revise the requirement for the preparation and amendment
of Neighbourhood Development Plans for the Courtice Urban
Area not be approved;
THAT Amendment No. 3 to the Courtice West Neighbourhood
Development Plan, Attachment No.1, be referred back to staff
for further review and discussion with the area residents;
THAT Amendment No. 4 to the Courtice West Neighbourhood
Development Plan, Attachment No.2, be referred back to staff
for review and discussion with the delegations and concerned
residents from the area; and
THAT the subject amendment No.4 not be presented to Council
until the servicing problems in the area have been resolved;
THAT Amendment No. 1 to the Courtice South Neighbourhood
Development Plan be approved and the amending documents,
attached as Attachment No.3, be forwarded to Council
for approval;
THAT the Region of Durham be requested to approve an amendment
to the Town of Newcastle Official Plan to designate a Neighbourhood
Park in the Courtice West Neighbourhood and to delete the
collector roads in the Courtice North Neighbourhood 38 as
indicated by Attachment No.4;
THAT the related amendments to the Courtice West, Courtice
South and Courtice North Neighbourhood Development Plans
be deferred;
THAT a copy of Council's decision be forwarded to the Region
of Durham and the interested parties.
THAT the "Special Purpose Commercial Node" be referred back to
staff to contact the property owner;
THAT the one foot reserve remain in place on Phair Avenue
until such time as sidewalks and necessary services are
provided to the existing area.

Oshawa/Whitby; and
3. That Mrs. Archibald and the Social Planning Council be

awarded the contract for the Bowmanville Arena
Repa i rs; and
3. That the required funds be drawn from the contingency
account.

Assistance Community Relations Officer Donna Prout, and
Chief Administrative Officer, Larry Kotseff, with the
cost not to exceed $25,000.00, including all applicable
sales taxJto be funded by Ontario Hydro Impact Funds
($15,000.00) and Town of Newcastle Funds ($10,000.00); and
THAT the appropriate supplementary agreement be prepared
and executed.
