Mayor J. Winters led the meeting in Prayer.

THAT the communication dated June 16, 1987, from Ed Fulton,

Treatment Test Project be received; and
THAT staff proceed and submit a request for supplementary
allocation for use in the initial laying of the single
surface treatment strips.

THAT the communication dated June 26, 1987, from Jennifer
Walhout, Chairman, Newcastle Public Library 8oard, 62 Temperance
Street, Bowmanville, L1C 3A8, requesting that the week of
October 19th to 25th 1987, be proclaimed as "Ontario Public
Library Week" in the Town of Newcastle be received;
AND THAT the request referred to herein be approved and
advertised in accordance with Town Policy;
AND FURTHER THAT Mrs. Jennifer Walhout be advised of Council's
decison.

of Housing, inviting municipalities to participate in housing
initiatives for the disabled, be received;
AND fHAT,the subject correspondence be referred to the
Director of Planning for review and a report to the General
Purpose and Administration Committee at his convenience.

Dialing System for the Regional MuniCipality of Durham. Councillor
Hamre was not present when the item was discussed.
Councillor Hamre's husband is employed by Bell Canada.

THAT the communication dated July 10, 1987, from Mrs. S. Siomra,
R. R. #2, Blackstock, LOB lBO, regarding the replacement of
rails located over a ravine on a sharp turn on the road in
front of her lot be received and referred to the Director of
Public Works to be put in the work assignment forthwith and
subsequent report to the General Purpose & Administration
Committee.

discussion and voting on the subject matter. Councillor

THAT staff seek a legal opinion as to the process and
responSibility related to water service disturbances created
as a result of development;
THAT Council request Duntri Construction, 7-1256 Terwillegar
Street, OShawa, to provide Mr. Paul Zurba with a temporary
water supply;
THAT The Regional Works Committee be advised of Mr. Zurba's
concerns and the Town's action, and inquire as to what the
Regioncan propose to be done in other simil'ar occurring cases
and suggest that the Region seek legal advise.

THAT Resolution #C-610-87 be amended as follows:
In the second paragraph change Duntri Construction to
Schleiss & Holland, 17 Swiss Heights Drive, Oshawa;
Delete the 3rd paragraph in it's entirety and replace
with the following:
"THAT the Region of Durham be advised of the water-related
problems in the Courtice Area and that they be requested to
co-ordinate appropriate discussions between the Town, Region
of Durham, and Province of Ontario, and to seek legal advice
to identify the long term problems and solutions related to
this issue."

interest as outlined earlier in the meeting. Councillor Wotten
vacated his chair and refrained from voting on the Confirming
By-law. Councillor Hamre was not present during this portion
of the meeting.
