THAT Mr. D. G. Biddle be added to the Agenda
under delegations.

Mr. D. G. Biddle, D. G. 8iddle & Associates Limited,
Consulting Engineers, 96 King St. E., Oshawa, L1H lB6,
requested Council to substitute the word "may" for "shall"
in the suggested revision to paragraphs 6.3.2(ii)(a) and,
7.3.2.(ii)(a) of the Official Plan Policies. Mr. Biddle is
of the opinion that the existing word would implore this
and future Councils to demand valley land dedication to
Town ownership through development agreements, without
allowing consideration of alternate forms of private
ownership. The bearing of the word "shall" is onerous

inter~tto Mr. Biddle are the valley lands abutting and
including a section of Black Creek owned by his client Halminen
Homes. The draft plan of condominiums for the Parkwood Village
Development on Nash and Trull's Road propose to retain the
ownership of this open space to be developed and maintained as
a special amenity area for the Condominium Corporation.

discussion and voting on the subject matter. Mayor Winters
is involved in lands adjacent to the Bowmanville Creek
proposed to be developed and owns "AI! Mini Storage" which
leases space to the Town.

THAT Report NCSAB-21-87 be received; and
THAT the Acting Director of Community Services advise the
Newcastle Community Services Advisory Board of the status of
the Arena Project; and
THAT the Arena Fund Raising Committee be advised of the
NCSAB's opinion that their representation may enhance the
promotion of the Arena Facility throughout the municipality.

87-111 being a by-law to authorize the release of a Temporary
Turning Circle/Easement; being located within lots 55
and 56 on Plan 10M-781; more particularly described
as Parts 2 and 3 on Plan 10R-2317;
87-112 being a by-law to adopt the estimates of all sums
required during the year for the school boards and
regional government purposes and to strike the rates
of taxatimfor the year 1987;
87-113 being a by-law to repeal the Hawkers and Pedlars
by-laws of the Town of Newcastle's predecessor
municipalities: former Town of Bowmanville, former
Village of Newcastle, former Township of Darlington,
former Township of Clarke;
