Councillor Stapleton led the meeting in prayer. Present Were: Mayor J. Winters Councillor A. Cowman Councillor D. Hamre Councillor M. Hubbard Councillor H. McKnight Councillor F. Davey (Un il 7:05 p.m.) Deputy Clerk Fire Chief J. Aldridge introduced the new Deputy Fin Chief, Mike Creighton to Council and Staff. Resolution IC-492-87 Moved by Councillor Wotten, seconded by Councillor Hibbard THAT the Minutes of a regular meeting of Council hell on Monday, May II, 1987, be approved as corrected. "CARRIED" Mayor Winters announced that Council would n9w hear from any person wishing to speak to By-law 87-104, beIng a by-law to stop-up, close and to authorize the sale of Part of an unopene~ (unnamed) Lane, a II in Block "B" according to the Lockhart-Simp on Plan of Part of Lot 12, Concession 2, former Town of Bowmanvi Ie, now in the Town of Newcastle. No person indicated a desire to speak to this matter. On behalf of the Town, Councillor McKnight, Deputy Ch'ef Creighton, and Fire Prevention Officer Davey, made presentations to Miss Angie Prybich and Master Aaron Staples, winners of th Town of Newcastle Fire Prevention Poster Contest. "CARRIED" Mayor Winters made a declaration of interest relative to Item #2 (Report PD-119-87} of the General Purpose and Administration Committee Report; vacated his chair and refrained from discussion and voting on the subject matter. Mayor Winters is a shareholder in 671461 Ontario Limited; a company affected by Report PD-119-87. Councillor Cowman took the Chair. "CARRIED" Councillor Wotten made a declaration of interest relative to Report Admin 16-87; vacated his chair and refrained from discussion and voting on the subject matter. That Administrator's Report Admin 16-87 be received; and 2. That the rate for Committee of Adjustment Members be established at $2Z.17 per meeting and $13.59 per inspection for the year 1987; 3. That the rate for Newcastle Community Services Advisory Board Members be established at $27.17 per meeting and $13.59 per sub-committee meeting for the year 1987; 4. That the rate for Property Standards Committee Members be established at $27.17 per meeting and $13.59 per inspection for the year 1987; 5. That the rate for Livestock Valuers be established at $23.98 per valuation for the year 1987; 6. That the rate for Fence Viewers be established at $21.07 per inspection for the year 1987; and 7. That the Chief Administrative Officer be directed to engage an appropriate consultant at a cost not to exceed $5,000 in order to assist in the formulation of a development scheme for the Port Darlington Area FORTHWITH: 2. That Ontario Hydro be approached with respect to the provision of the necessary funds from the Station "B" account to offset the costs to be incurred with respect to this study; and 3, That in the event funds are not available in accordance with Recommendation #2, that the appropriate funds be drawn from the Tourism and Economic Development Account #771D-X-0299; and 4. That prior to the implementation of Recommendation #1, the Chief Administrative Officer report back to the General Purpose and Administration Committee with more details regarding the work to be undertaken. "CARRIED" Resolution #C-512-87 Moved by Councillor Hubbard, seconded by Councillor Wotten WHEREAS the Town has received a request from St. Mary's Cement for a variance from the provisions of By-law 76-25, being the Town's Comprehensive Sign By-law; AND WHEREAS approval of said request would not offend the intent of said by-law; NOW THEREFORE BE IT RESOLVED THAT St. Mary's Cement Company is hereby granted a variance from the requirements of Section 9(2)b) of By-law 76-25, as amended, to permit placement of an identification sign having a maximum Sign area of 140 square feet.
