Council Minutes Roll Call Minutes Delegations TOWN OF NEWCASTLE May 11, 1987 Minutes of a Regular Meeting of Council held on Monday, May 11, 1987, at 9:30 a.m., in Court Room #2. Councillor Frank Stapleton led the meeting in prayer. Present Were: Mayor J. Winters Councillor A. Cowman Cat 9:35 a.m.) Councillor D. Hamre (until 11:57 a.m.) Councillor M. Hubbard Councillor H. Rutledge Resolution #C-442-87 Moved By Councillor Hamre, seconded by Councillor Hubbard THAT the Minutes of a Regular Meeting of Council held on Monday, May 11, 1987, be approved as read. "CARRIED" Resolution #C-443-87 Moved by Councillor Hubbard, seconded by Councillor Hamre THAT Hr. Claude Morin, 60 Darlington Blvd. S., Oshawa, be added to the Agenda under Delegations. "CARRIED" Councillor A. Cowman made a declaration of interest relative to the Colvin and Morin delegations, vacated her chair and refrained from discussion and voting. The property being discussed by Mr. Colvin and Mr. Claude Morin is directly across the road from Councillor Cowman. u_,.-----.'-."""'n... .c, :LnU es Delegations . . . Mr. Leslie Colvin, R.R. 2, Bowmanville, informed Council that he has owned and paid taxes on his land at the corner of Darlington Blvd. and Foxhunt Trail for 40 years. The Land Division Committee granted permission to sever 6 lots fronting on Foxhunt Trail. At the request of Mr. Colvin, the Land Division Committee ommitted one of the Town's requested conditions of approval. The Town requested gratuitous dedication of the valley lands plus cost payment in lieu of parkland dedication. Mr. Colvin feels that he is paying twice and objects to this condition. Also, Mr. Colvin asked that consideration be given to his request to pay the old lot levies because Land Division approval was given on April 13, the new Lot Levies went into effect on April 13th, and almost doubled. Mr. Colvin is prepared to go to the Ontario Municipal Board. Mr. Claude Morin, 60 Darlington Blvd. S., Oshawa, expressed his concern relative to the screening of his property from the 6 lots being created by Mr. Colvin. Rather than have 6 types of fencing abutting his property. Mr. Colvin asked that some type of screening, preferably cedar trees be established to protect his property. Also, Mr. Morin expressed concern relative to the fill that,Mr. Colvin has added. The fill has caused the land to slope towards Mr. Morin's house. Erosion could cause the fill to spill onto Mr. Morin's property. Heather Rutherford, Chief Administrative Officer, Ganaraska Conservation Authority, P.O. Box 328, Port Hope, L1A 3W4, was present to discuss the recommendation in Report WD-31-87, and the Lakeshore Road erosion problem. It is estimated that it will cost $252,000.00 to protect the shoreline in the subject area. An application can be submitted to the Ministry of Natural Resources, by the Authority on the Town's behalf. However, the subsidy would be for 65% of the cost. The Town would have to pick up the remaining 35%. The application would be submitted for 1988 or 1989 because the funds for 1987 have been allocated. If there is no wave action, Lakeshore Road is safe. However, with wave action, there is 0 years to imminent risk. With significant wave action or a storm, the entire stretch of road could be gone. The cost for the Authority to manage such a project is not included in the estimated cost. If the municipality decides against the Lakeshore erosion control project, then the Authority would look at the number of years before the homes in this area would be affected. The Municipality is looking at an alternate access route. The funds the Ministry announced for Shoreline Management is for Shoreline Management Plans. The Ganaraska Conservation Authority has asked C.L.O.C.A. and Lower Trent to consider joint proposals so the information won't be duplicated. Karl W. Link, Consultant, Pavement Management Systems, 37 Dickson St., Cambridge, N1R 7A6, gave a slide presentation on the benefits of their management systems. The system will help the municipality spend their dollars at the right time. The system is developed with the Town's needs in mind. The presentation listed various reports and summaries that can be obtained from the information collected. . . . "CARRIED" Resolution #C-454-87 Moved by Councillor Hubbard, seconded by Councillor Wotten WHEREAS Council resolved to hold a public meeting in the Court ice Urban Area in respect of the Town's review of the Courtice Urban Area Plan; AND WHEREAS a number of development proposals have been submitted which have a bearing on such review; AND WHEREAS pursuant to the requirements of the Planning Act, Council must hold formal public meetings; AND WHEREAS it is deemed expedient to convene one pUblic meeting in respect of all Courtice related items prresently under consideration by the Town; AND WHEREAS the regular meeting of the General Purpose and Admidnistration Committee does not afford a proper opportunity to do so; NOW lliEREFORE BE IT RESOLVED THAT a special meeting of the General Purpose and Administration Committee be convened for Monday, June 29, 1987, at 7:00 P.M. in the cafeteria of the Courtice Secondary School. "CARRIED" Resolution #C-468-87 Moved by Councillor Cowman, seconded by Councillor Hamre WHEREAS there is a perception of many residents in the Courtice Urban Area that traffic on Nash Rd. is exceeding the posted speed' limit on a regular basis; and WHEREAS police enforcement of the speed limit can only be expected on an occasional basis; NOW THEREFORE BE IT RESOLVED THAT in an effort to improve the safety along Nash Road through Courtice, that staff be directed to bring forth an amendment to the traffic by-law of the Town of Newcastle to provide a four-way stop at Centrefield Drive and Nash Road.
