Roll Call Present Were: Mayor G. B. Rickard Councillor A. Cowman until 3:40 p.m. Councillor D. Hamre Councillor I. M. Hobbs Councillor M. Hubbard Councillor R. B. Taylor Absent: Councillor E. R. Woodyard due to illness Also Present: Chief Administrative Officer, D. Johnston Town Clerk, D. W. Oakes Director of Planning, T.T. Edwards Director of Public Works, R. Dupuis Treasurer, K. Campbell Director of Community Services, T. A. Fanning Fire Chief, J. Aldridge .Delegations Mr. Ken Hooper addressed Council with respect to the manner in which his letter was handled at the previous meeting of Council. He indicated, that he had not made any reference to a male or female employee and further, his request for information did not require a legal opinion before Council could answer whether mileage had been paid to an employee while on leave of absence. Mr. Hooper then read a legal opinion he had obtained dealing with conflict of interest or misconduct. Communications Resolution #C-786-84 Moved by Councillor Hamre, seconded by Councillor Hobbs THAT the Communications to be received for information be approved. "CARRIED" I - 1 Summary of the Minutes of Meetings of the Port Granby Waste Management Facility Monitoring Committee held on November 7, 1984, and December 5, 1984; . I - 2 G. W. Savage, Assistant Business Administrator, The Northumberland and Newcastle Board of Education Re Salem Public School, Town of Newcastle; Council Minutes - 2 - December 17, 1984 . I - 3 Newcastle Community Care Newsletter; I - 4 Minutes of a Meeting of the Clarke Museum and Archives, November 12, 1984. Reports G.P.A. Minutes of December 17, 1984 Resolution #C-787-84 Moved by Councillor Hamre, seconded by Councillor Cowman THAT the actions taken in the General Purpose and Administration Committee Meeting of Monday, December 17th 1984, be approved. "CARRIED" Resolution #C-788-84 Soccer Pitches Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the recommendations in Report Admin 92-84 be endorsed; and 1. Receive Administrator's Report Admin 92~84; 2. Receive the report from the Board of the Newcastle Community Services Planning Board; . 3. Refer both the Administrator's Report and the Report from the Board to the Hydro Liaison Committee for discussion of possible funding arrangements and subsequent report to Town Council; 4. That the Newcastle Community Services Planning Board be advised of Council's actions, and be requested to provide technical comments through the Board as required. "CARRIED" By-laws Mayor Rickard vacated the Chair temporarily at 3:00 p.m. Councillor Hamre assumed the Chair until Mayor Rickard resumed the Chair at 3:05 p.m. Resolution #C-789-84 Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT leave be granted to introduce the following by-laws and that the said by-laws be now read a first time: . 84-160 being a by-law to amend By-law 84-63, Comprehensive Zoning By-law of the Corporation of the Town of Newcastle; Council Mintues - 3 - December 17. 1984 By-laws 84-161 being a by-law to authorize the releasing of an Agreement with the Town of Bowmanville Planning Board, the Town of Bowmanville and Dietrich Dammann; 84-162 being a by-law to establish a trust fund for the purposes of the Ontario Home Renewal Program; 84-163 being a by-law to amend By-law 76-34 being a by-law to designate certain highways or portions of highways within the Corporation of the Town of Newcastle as "School Bus Loading Zones." . "CARRIED" Resolution #C-790-84 Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT the second reading of the following by-laws be approved: 84-160; 84-161; 84-162; 84-163. "CARRIED" . Resolution #C-791-84 Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT the third and final reading of the following by-laws be approved: 84-160; 84-161; 84-162; 84-163. "CARRIED" Other Business Resolution #C-792-84 Moved by Councillor Hamre, seconded by Councillor Hubbard THAT the correspondence dated December 11, 1984, from the Town of Newcastle Development Group, 23 Silver Street, Bowmanville, Ontario, L1C 3C4, be introduced into the Agenda at this time and; WHEREAS a number of the matters detailed in the communication have already been dealt with, or are presently under consideration by Council; THEREFORE, it would be in order to refer the correspondence to the Mayor, and that he draft a reply with the necessary technical input for review by Council at their next meeting. "CARRIED" . " .. . Council Minutes - 4 - December 17, 1984 . Mayor Rickard vacated the Chair at 3:40 p.m. to debate the following resolution, and Councillor Hamre assumed the Chair. Resolution #C-793-84 Moved by Councillor Hubbard, seconded by Mayor Rickard THAT a Special Committee consisting of Councillors Hamre, Hobbs, and Taylor be established to deal with the activities to be scheduled for "Local Government Week"; AND THAT the Committee have the power to act.
