Roll Minutes Delegations TOWN OF NEWCASTLE December 10, 1984 Minutes of a Regular Meeting of Council, held on Monday , December 10, 1984, at 9:30 a.m., in Court Room #2. Mayor Rickard called the meeting to order and led in prayer. Present Were: Mayor G. B. Rickard Councillor A. Cowman Councillor D. Hamre Councillor I. Hobbs Councillor R. B. Taylor Councillor E.R. Aldridge Resolution #C-757-84 Moved by Councillor Hobbs, seconded by Councillor Hamre THAT the Minutes of a Regular Meeting of Council, held on Monday, November 26th 1984, be approved as corrected. "CARRlEO" Mr. Irwin Hamilton, Solicito~ representing the Tyrone Hall Board, presented Council with a petition opposing the sale of the old Tyrone Hall to the Loyal Orange Lodge. He indicated, that he had been retained to represent the Hall Board and to put forward their position. It was noted, that the petition had been signed by approximately 180 persons from the Tyrone area. Mr. Irwin reported that the people in Tyrone opposed the proposed sale for the following reasons: 1. The historical value and significance of the building; 2. The old hall should be under the jurisdiction of the Tyrone Community Centre Officials elected to that office; 3. The old hall could be of future value to the community. The Tyrone Hall Board is prepared to update the structure to current standards and increase the rental rates to offset the cost. . . . . Resolution #C-759-84 Moved by Councillor Hamre, seconded by Councillor Hubbard THAT the correspondence from the Town of Port Hope, dated November 28th 1984, and requesting that the Town of Newcastle support their position relative to a 100 Year Flood Policy be received; And that the Town of Port Hope be advised, that the Town of Newcastle has already passed a resolution supporting the 100 Year Flood Policy. Moved by Councillor Taylor, seconded by Councillor Cowman THAT Item #5, dealing with the disposal of the Old Tyrone Hall be referred back to the Chief Administrative Officer for one month; AND that during that time he prepare a report on all of the activities, financial and otherwise, of the Hall Board for the consideration of the General Purpose and Administration Committee. Nayor Rickard requested that it be noted in the record that he had a possible "Conflict of Interest" in respect of the lands affected by By-law 84-153. His family owns lands in Lots 1, 2 and 3, B.F. Concession, Darlington. Mayor Rickard left the Chair, and refrained from discussion and voting. . . . "CARRIED" Resolution #C-779-84 Moved by Councillor Hamre, seconded by Councillor Taylor THAT for consideration during the 1985 budget preparation, staff review and report to the General Purpose and Administration Committee - garbage fees: (a) for billing purposes the amalgamation of the three urban areas (Bowmanville, Newcastle and Orono) and any financial impact; and (b) a billing system based on per unit fees as opposed to fees based on assessment.
